Description
The United States Fish and Wildlife has awarded a firm-fixed-price, purchase order on a sole-source basis to VALLEY PUMP & DAIRY SYSTEMS, INC., located at KERN NWR COMPLX, for the purchase of Emergency Well Repair. The Government only negotiated with one (1) source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold. The refuge experienced a failure of the primary well system, resulting in the loss of running water to all refuge facilities, including the office and bunkhouse. The outage directly impacted refuge operations and displaced employees residing on the refuge.
Due to the urgent need to restore potable water and resume normal operations, the refuge contacted a local contractor with an active SAM.gov registration who is capable of immediately performing the required repairs. Delaying repairs to conduct a competitive solicitation would prolong the outage, continue employee displacement, increase lodging costs, and further disrupt refuge operations.
Based on the unusual and compelling urgency of the requirement, this action was sole sourced and competitive procurement procedures were limited in order to minimize operational disruption and restore essential water service as quickly as possible. The contractor selected was determined to be available for immediate response and capable of completing the required repairs within the necessary timeframe.
