REQUEST FOR PROPOSALS (RFP)

Submittals for the Tree Planting Services FY26-FY29 Project will be received by the City of Clayton, Public Works Department, 10 N. Bemiston Avenue, Clayton, MO 63105-3397, no later than 3:00 P.M. local time on March 6, 2026.

The City of Clayton is seeking a company or organization interested and capable of furnishing all labor, supervision, equipment, materials, and expertise necessary for planting trees on the public right-of-way in the City of Clayton, Missouri.

General Scope of Work – To furnish all labor, supervision, equipment, materials, and expertise necessary for tree planting on the public right-of-way in the City of Clayton, Missouri, all in accordance with the attached specifications. This multi-year contract includes FY26 standard tree planting and FY27–FY29 tornado-related canopy restoration. Submitters are required to develop and provide a multi-year planting plan for tornado restoration (FY27–FY29) that meets zone-based distribution targets. Since the work is of a potentially dangerous nature and requires specific expertise, it is desirable to be performed by a company that derives much of its annual income from arboricultural and/or nursery work and whose employees are highly trained and skilled in all phases of tree planting.

Work for FY26 is expected to take place from March through May (60 days). Tornado restoration planting for FY27–FY29 will occur annually from November through March.

Prevailing Wage Requirement: Not less than the prevailing hourly rate of wages shall be paid to all workers performing under this Contract in this area according to the rates determined by the Department of Labor and Industrial Relations of the State of Missouri.
