SOURCES SOUGHT NOTICE NUMBER: IHS1525354



This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation, or commitment by the Great Plains Area Indian Health Service (GPAIHS) – Division of Acquisition Management (DAM).



This notice is intended to identify qualified sources across all small‑business socio‑economic categories, including Indian Economic Enterprises (IEE), Small Business, 8(a), HUBZone, Service‑Disabled Veteran‑Owned Small Business, and Women‑Owned Small Business concerns.



Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 621511, Medical Laboratories – all other relevant NAICS codes may be considered based on responses received.



1.0 BACKGROUND



The GPAIHS DAM plans to solicit a Firm-Fixed Price, Commercial Service contract for Reference Laboratory Testing Services to provide:




  • Reference laboratory testing services

  • Pathology services

  • Laboratory directorship (CLIA-required positions)

  • Technical supervisor and consulting services

  • Equipment maintenance and calibration checks

  • Specimen transport and reporting services



The Government welcomes capability statements from all small‑business socio‑economic categories to ensure complete and accurate market research.



2.0 OBJECTIVE



The primary objective is to procure reference laboratory testing and pathology services, a laboratory directorship, technical supervisor and consulting services with equipment maintenance and calibration checks as well as specimen transport and reporting services.



3.0 SCOPE



Supplies listed in the attached Statement of Work (SOW) will be needed on a daily, weekly, semi-monthly, and monthly basis to be delivered to the dietary department for food services to the facility. Items are to be delivered once a week by approved truck and must be USDA compliant with all standards and meet all food regulations. All prices must be an all-inclusive price. These supplies meet the mission of the GPARDDU which aims to raise Native American peoples’ health status to the highest possible level. The IHS provides a comprehensive health service delivery system for American Indians and Alaska Natives.



4.0 CONTRACT REQUIREMENTS AND PERSONNEL QUALIFICATIONS



As outlined in the PWS, the requirement includes:




  • Reference lab testing with electronic ordering and results reporting

  • CLIA-compliant laboratory directorship and consulting services

  • Specimen transportation and handling

  • Equipment calibration and maintenance checks

  • Comprehensive reporting and data management



5.0 TYPE OF ORDER



The Government anticipates awarding a Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with task orders issued by individual service units.



6.0 ANTICIPATED PERIOD OF PERFORMANCE



The anticipated period of performance is five (5) years.



7.0 PLACE OF PERFORMANCE



Services will be performed at multiple IHS facilities located in North Dakota and South Dakota, including clinics and hospitals within the Great Plains Area.



8.0 PAYMENT



INVOICE SUBMISSION AND PAYMENT



In compliance with the Office of Management and Budget (OMB) M-15-19 memorandum Improving Government Efficiency and Saving Taxpayer Dollars Through Electronic Invoicing directing Federal agencies to adopt electronic invoicing as the primary means to disburse payment to vendors. Invoices submitted under any award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payment Requests.



IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service, in partnership with the Federal Reserve Bank of St. Louis (FRSTL). Respondents to this solicitation are encouraged to register an account with IPP if they have not already done so. If your organization is already registered to use IPP, you will not be required to re-register, however, we encourage you to make sure your organization and designated IPP user accounts are valid and up to date.

10.0 SUBMISSION INSTRUCTIONS



Interested parties shall submit capability statements via email to Mona Weinman, Contract Specialist at Mona.Weinman@ihs.gov. Must include Sources Sought Number IHS1525354 in the Subject Line. The due date for receipt of capability statements is Monday, July 13, 2026, 2:00 PM Central Time.



Responses are encouraged from Indian Economic Enterprises as well as all other interested small‑business socio‑economic categories. All responses must be received by the specified due date and time to be considered. Only electronic submissions of the interested parties’ capability statement to the email address above will be accepted.



This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of GPAIHS DAM.



GPAIHS DAM does not intend to award a contract based on responses nor otherwise pay for the preparation on any information submitted. As a result of this notice, GPAIHS DAM may issue a Request for Quote (RFQ).



THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against GPAIHS DAM shall arise because of a response to this notice or GPAIHS DAM’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.



11.00 DISCLAIMER AND IMPORTANT NOTES



This notice does not obligate the Government to award a contract or pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Responses will be used solely to support market research and to determine the appropriate small‑business program set‑aside, if any.
