Fully approved Justification for Other Than Full and Open Competition (JOTFOC) attached. Simplified Acquistion Procedures (SAP) used in accordance with Executive Order 14156 declaring a National Emergency at the Southern Border and with ALCOAST 143/25 and acquisition.gov increasing the SAT to $1 million for acquisitions with a "clear and direct relationship" to Contigency Operations in support of the National Emergency at the Southern Border.
