Request Seawall Data Room Access

Project Description:

The City of Seattle, through its Department of Transportation (SDOT) and Office of the Waterfront, Civic Projects and Sound Transit (OWCPST), is preparing to issue a Request for Qualifications (RFQ) in Q4 2026 for design and environmental services to advance the project readiness of Phase 2 of the Elliott Bay Seawall Project (Seawall Phase 2), including but not limited to updating and advancing the existing 35% design, environmental approvals and permitting completed to date. Seawall Phase 2 would repair and replace the aging seawall along Seattle’s downtown waterfront from approximately Virginia Street to Broad Street (North Seawall), integrating with the northern border of the recently completed Phase 1 of the Seawall and Central Waterfront projects at about Virginia Street and extending north towards Broad Street and the Olympic Sculpture Park.

The project is anticipated to be federally funded in part through a FEMA PDM-CDS grant.

SDOT and OWCPST established a secure Data Room containing selected project information relevant to the anticipated evaluation criteria and development of responsive Statement of Qualifications (SOQs). The materials are intended to provide prospective firms with a common understanding of the project and do not constitute a complete historical project record. SDOT and OWCPST will only accept Data Room access requests from prospective prime consultants on behalf of their proposed teams. Access to the Data Room will require completion of a form to allow for verification of licensure and business information, as well as approval by SDOT Roadway Structures and a signed Non-Disclosure Agreement (NDA) for selected documents. SDOT and OWCPST will provide electronic access to the Data Room within approximately two weeks upon receipt of the completed form and signed NDA, if approved.
