Project Purpose and Background
The Town of Wendell (Town) is soliciting statements of qualification (SOQ) through this Request for
Qualifications (RFQ) from professional design consulting firms (Consultant) to provide professional
services for special inspection and testing services.
In partnership with Pleasant Grove Baptist Church, the Town of Wendell is transforming the historic school
building into the Carver Community Center at Pleasant Grove. Designed by Andre Johnson Architects, the
facility will include spaces for recreation, community gatherings, and programming by Wendell’s Parks
and Recreation Department, preserving the site’s historic character while creating a modern community
hub.
The purpose of this project is to provide a safe, accessible, and vibrant space for educational,
recreational, and social programs, strengthening community engagement and honoring the cultural
heritage of the site. To achieve these goals, the Town requires comprehensive special inspections and
materials testing to ensure structural integrity, code compliance, and long-term safety.
Scope of Work
Provide special inspections and materials testing for the Carver Community Center project in accordance
with IBC Chapter 17, NCBC, and project specifications. Services include inspection of structural
components (concrete, masonry, steel, wood), fire-resistant materials, and seismic systems, as well as
laboratory and field testing for concrete, masonry, soils, and steel. The selected firm must supply certified
inspectors and technicians under PE supervision, maintain detailed documentation, and deliver timely
reports to the Owner, Engineer of Record, and Contractor. Coordination with the project team and
adherence to all applicable standards is required.
General Requirements and Deliverables
• Special Inspections
o Perform inspections for all items marked “X” on S004 and as required by specifications:
o Concrete Construction (NCBC 1705.3): Reinforcement, placement, curing, welding of
rebar.
o Masonry Construction (NCBC 1705.4): Grouting, reinforcement.
o Structural Steel (NCBC 1705.2): Bolting, welding, high-strength bolts, tension verification.
o Wood Construction (NCBC 1705.5): Shear walls, diaphragms.
o Fire-Resistant Materials:
o Sprayed fire-resistant materials (NCBC 1705.14).
o Mastic and intumescent coatings (NCBC 1705.15).
o Seismic-Force-Resisting Systems and designated seismic components (NCBC 1705.12).
o Maintain a log of discrepancies/deficiencies and track corrective actions.
o Submit weekly reports to Owner’s Special Inspection Coordinator and EOR.

• Materials Testing: Perform laboratory and field tests per ASTM standards and project
specifications:
o Concrete: Slump, air content, temperature, compressive strength.
o Masonry: Prism tests, mortar and grout sampling.
o Soils: Compaction, bearing capacity verification.
o Steel: Weld inspections, nondestructive testing (NDT), bolt tension verification.
o Provide all necessary equipment and certified technicians (ACI, ICC, AWS, ASNT).
• Certifications and Qualifications
o ICC Special Inspector (Structural Steel, Welding, Masonry, Concrete).
o ACI Concrete Field Testing Technician – Grade I.
o AWS Certified Welding Inspector.
o ASNT Level II or III for NDT.
o Agency must have a Registered Design Professional (PE) supervising inspections.
• Documentation & Reporting
o Distribute reports within 7 days of each inspection/test:
o Two copies to Owner/Special Inspection Coordinator.
o One copy to Contractor.
o One copy to EOR.
o Maintain complete records on-site for review by Building Official.
• Coordination
o Contractor shall notify the testing agency at least 48 hours in advance of any required
testing or inspection (per S004).
o Provide access to shop and field work for testing and inspection.
o Coordinate with CEI team for scheduling and documentation.
Proposal Submittal Requirements
Electronic responses ONLY will be accepted via email. Interested parties must submit proposals
electronically to Chris Whitley via email to: cwhitley@cumming-group.com. Proposals must be clearly
marked with the name of the submitting company, the RFQ number, and RFQ title in the following format
(Your Company Name RFQ#677-PR26-03 Special Inspections and Testing Services).
Proposers must submit one (1) electronic version, provided as a viewable and printable Adobe Portable
Document File (.PDF).
RFQ Responses must be received no later than 2:00 PM EST, on December 1, 2025.
Any submittals received after the deadline by any delivery method will not be considered or evaluated.
The Town invites and encourages participation in this procurement process by minority or women- owned
business enterprises (MWBE) in accordance with North Carolina General Statute §143-48.

Questions
Questions regarding the RFQ shall be submitted in writing to Nick Woodruff – Project Manager via email to:
nwoodruff@cumming-group.com no later than 2:00 PM EST, on November 21, 2025. Indicate the RFQ
name and your company in the subject heading of the email.
Only emailed questions will be addressed and answered. The issuance of such written responses is the
only official method by which interpretation, clarification, or additional information will be given by the
Town. Only requests answered by formal written responses will be binding. Oral and other interpretations
or clarifications will be without legal effect. No information, instruction or advice provided orally or
informally by any Town personnel, whether made in response to a question or otherwise in connection
with this RFQ, shall be considered authoritative or binding. No personal inquiry or marketing meetings will
be conducted or allowed. Respondents shall be entitled to rely only on written material contained in an
Addendum to this RFQ.
An addendum will be released with answers to any submitted questions and will be posted to the Town’s
website at https://townofwendellnc.gov/departments/finance/bids_and_proposals.php.
Proposal Submittal Format and Contents
The instructions below provide guidance and information for respondents to prepare and submit concise
responses to this RFQ. The purpose is to establish the format and contents of the proposal so that
responses are complete, contain all essential information, and can be easily evaluated.
Proposal Format
Proposals should be presented in a well-organized and concise manner. The qualifications proposal
should be no longer than 30 pages in length. Covers, resumes, Certificates of Insurance, and tabs will not
be counted towards the page limit. The Town may reject as non-responsive at its sole discretion any
submittal that does not provide complete and/or adequate responses or departs in any substantial way
from the required format.
Proposal Content
The following items must be addressed in the submission:
1. Introductory Letter: Respondents shall submit a clear and concise response identifying the
following information:
a. Name of the Firm
b. Primary contact person responsible for the Town’s project, including phone number and
email
c. Firm’s primary contact information (address, phone, email)
d. Statement of why the Town should select the Firm for this work
e. Acknowledgement of any RFQ Addenda (if applicable)
