REQUEST FOR PROPOSALS

The City of Surrey (the “City”) is inviting Proposals from highly qualified firms for the acquisition, development, and delivery of LiDAR data.

DATA PROCESSING

The primary objective of this contract is to acquire remote sensing data of the City of Surrey.
LiDAR Point Cloud Classification

Using the raw 3D LiDAR point cloud (assuming min 20 pts/m2 nominal point spacing) perform classification (tiled deliverable in LAS format) for the following point types:

1. Bare-earth
2. Low vegetation (height less than 2m)
3. High vegetation (height greater than 2m)
4. Water
5. Buildings
6. Other
7. Noise (noise points, blunders, outliers, etc.)

In addition to the hard and soft surface mandatory QA/QC described in a subsequent section, as part of the optional LiDAR Point Classification, the Consultant shall evenly distribute a minimum of 20 sample points. This is to evaluate and report on the accuracy throughout the project area for each classification described below, and not group the sample points in a small sub area:

a) Bare-earth and low grass
b) Low vegetation
c) High vegetation
d) Buildings
ADDENDA

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca and the City Website at www.surrey.ca (collectively, the “Websites”), and upon posting, any addenda will form part of this RFP. It is the responsibility of Proponents to check the Websites for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal the Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
