The Government requires the procurement of Opto 22 "groov" EPIC controllers, I/O modules, power supplies, chassis components, communication modules, and associated software licenses to support the Black Canyon Supervisory Control and Data Acquisition (SCADA) system. This equipment will be integrated into the existing Generic Data Acquisition Control System (GDACS) architecture and is required to maintain reliable operation, monitoring, and control of mission-critical hydropower infrastructure.
Engineering analysis determined that the Opto 22 platform is required to maintain compatibility with the existing GDACS environment and avoid substantial redesign, software redevelopment, retraining, cybersecurity documentation updates, and associated duplication of costs.
The requirement was validated and approved through ITAS Approval No. 20260409149063118.

Although the Government intends to award to Opto 22 based on the current determination that only one source is reasonably available, this notice also provides any responsible source an opportunity to submit a capability statement and quotation.
To be considered, a respondent must demonstrate its ability to provide the complete, technically acceptable solution—including all required Opto 22 hardware, proprietary software, software licenses, and support—meeting every Purchase Description and Salient Characteristic requirement (above).
Award, if made, will be made to the source determined capable of meeting the Government’s requirements at a fair and reasonable price.
