COMBINED SYNOPSIS/SOLICITATION
NSN 5977-011-06-2173, Nomenclature: Holder Assembly, Electrical
This agency proposes to issue a solicitation for NSN 5977-011-06-2173, Nomenclature: Holder Assembly, Electrical to support the C-130 Aircraft and H-60 Helicopters; Rotor de-ice system. The proposed action is intended to be awarded through a 100% Small Business set aside.
The Defense Logistics Agency (DLA) has issued a Request for Information (RFI) on January 12, 2024, seeking industry’s feedback on determining strategic support options that will reduce overpricing, customer lead times, backordered requisitions, customer costs, resolve manufacturing sourcing issues, and increase bid participation. DLA has issued this Request for Information (RFI) as a means of conducting market research to identify parties having an interest in and the resources to support the Reverse Engineering Technical Data Initiative (RETDI) Generation III Program.
RETDI-Generation III is a follow-on to RETDI-Generation II, which is currently in year two of a five-year program. The solicitation is issued as a 100 % small business set-aside. The solicitation will issue under competitive open market procedures in accordance with FAR 8.405-3, Blanket Purchase Agreements, and FAR Subpart 16.7, Agreements, and may result in establishing multiple, firm-fixed price Blanket Purchase Agreements (BPAs) to acquire reverse engineering services in accordance with the solicitation's Attachment J.4, Performance Work Statement (PWS). Small business opportunity will be maximized as the solicitation will be issued as 100% small business set-aside. Small businesses will be able to subcontract with large businesses. FAR clause 52.219-14, Limitations on Subcontracting, will apply to each task order issued under a BPAs. Teaming arrangements will not be considered.
DLA Aviation-VEA and DLA L&M-VEE have a requirement to procure nonrecurring reverse engineering services to develop Level Ill TDPs. This initiative provides a contractual means to resolve technical and engineering issues surrounding the acquisition of parts. As stated previously, the primary goals are the following: to increase competition, reduce overpricing, customer lead times, backordered requisitions, and 3.104 and to eliminate manufacturing sourcing issues. ultimately, the contractor will deliver drawings and data to the Government with unlimited data rights for items that currently have limited sources.
The solicitation will be issue on or about October 31, 2024. The closing date is on or about November 30, 2024.
