The Regional Contracting Office - Bavaria intends to issue a solicitation for Maintenance and Repair of Fire Control Center, USAG Bavaria. A Requirements Type Contract with Firm Fixed Price (FFP), Time and Material (T&M) and Labor Hour (LH) CLINs will be awarded. This requirement will utilize low price technically acceptable evaluation factors in determining the successful offer. The Government anticipates posting the solicitation to the sam.gov website in November 2024. All amendments to the solicitation will be posted to this website. Contractors are cautioned to check the website periodically for amendments. Solicitation mailing lists will not be compiled and the RPA and amendments will not be sent out in paper copy. All documentation can and must be downloaded from the website above. All contractors must be registered in the System for Award Management (SAM at www.sam.gov) to be eligible for contract award. Faxed offers or amendments will not be accepted. All dates are subject to change without notice. This pre-solicitation is a non-personal services contract to provide maintenance, repair and emergency repair services of the Fire Control network architecture (emc2 and Winguard systems) within USAG Bavaria (Tower Barracks, Grafenwoehr; Rose Barracks, Vilseck; Hohenfels Training Area, Hohenfels) in the Federal republic of Germany, State of Bavaria. The Government will not exercise any supervision or control over the contract service providers. The Contractor shall perform to the standards specified in this Performance Work Statement (PWS).
The PWS and all associated documentation will be provided when the solicitation is posted to the sam.gov website.
The contractor shall maintain the soft - and hardware for the actual network architecture reflecting HTA and TB named emc2, inclusive its fire control communication software center called ELDIS, which were installed and is permanent licensed by eurofunk KAPPACHER GmbH, eurofunk-Straße 1 − 8, 5600 St. Johann im Pongau, Österreich / Austria (eurofunk).
Same service is required for RB, with the Winguard system, an open Architecture PSIM Software, established by Advancis Software & Services GmbH, Monzastr. 3, 63225 Langen / Germany (Winguard).
The Contractor shall built a new architectural maintenance solution. Existing Fire Control Center software ELDIS (HTA+TB) were installed by eurofunk in connection with their interfacing system emc2. The sources are limited to eurofunk to guarantee secure compatibility for complete network. eurofunk operates only in the position as subcontractor, the active prime contractor (contractor) shall be acquired to carry requested service official licensed and in direction with eurofunk. In RB, the contractor is allowed to enter software Winguard and is responsible for running software but also hardware system. Contractor shall ensure all work accomplished in the performance of the PWS meets all standards consistent with the original equipment manufacturer’s recommendations; all applicable U.S. Federal and local national (Federal Republic of Germany) laws and regulations, and directives to include, but not limited to, the applicable publications listed in Section 7.0, Related Documents.
