The Village of Codette invites proposals from qualified contractors for the supply, installation, and commissioning of solar-powered LED park lighting at the J.B. Cadotte Campground in Codette, Saskatchewan.
The project aims to improve safety, visibility, and usability within the campground through energy-efficient, self-contained solar lighting systems suitable for Saskatchewan climate conditions.
Approximately four (4) lighting units are anticipated, subject to budget and final design.
Work includes supply and installation of complete solar lighting systems, including poles, foundations, solar panels, batteries, controllers, LED fixtures, commissioning, testing, and site restoration.
Minimum requirements include 2,000–4,000 lumen LED output, 3000K maximum colour temperature, full cut-off fixtures to reduce glare and light spill, dusk-to-dawn operation, CSA-approved components, corrosion-resistant materials, lithium batteries, and minimum five (5) day autonomy without sunlight. Pole heights: 4–6 metres.
Proposals must address minimizing light trespass onto adjacent residential and campground areas.
Evaluation will consider experience, product suitability, lighting performance, warranty, schedule, and value. Lowest or any proposal may not be accepted.
Project completion is targeted for August 31, 2026.

All questions regarding this Request for Proposals shall be directed in writing to the contact person identified in this document. To ensure consistency and fairness in the procurement process, verbal inquiries will not be considered binding.
Where clarification is deemed necessary, responses may be issued in the form of written addenda. All addenda will be distributed to known proponents and/or posted on the same procurement platform as the original RFP.
It is the responsibility of proponents to ensure they have received and reviewed all addenda prior to submission. Failure to acknowledge or incorporate addenda may result in a proposal being deemed non-compliant.
The Village of Codette reserves the right to amend or clarify any portion of this Request for Proposals at any time prior to the submission deadline. Any such amendments will be issued in writing.
Proponents are advised that all information provided in this RFP is intended as a general guide. It is the responsibility of each proponent to verify site conditions, technical requirements, and any other factors that may affect the preparation of their submission.
