RE: REQUEST FOR SEALED BIDS
Fire Training Tower Repair and Maintenance Project
The Bedford Township Fire Department is soliciting sealed bids from qualified contractors for the repair,
rehabilitation, and maintenance of the live fire training tower located at 8100 Jackman Road,
Temperance, Michigan 48182.
The project is based upon deficiencies and recommendations identified during a recent five-year
structural and operational inspection completed by Rimkus Consulting Group in accordance with NFPA
1400 requirements for live fire training structures. The inspection report dated May 8, 2026, is attached
and shall be considered part of these bid specifications.
The training tower is a three-story live fire training structure containing two non-gas-fired burn rooms
utilizing Westemp insulation panel systems. Contractors submitting proposals shall review the attached
inspection report in its entirety and provide a comprehensive proposal addressing all identified repair
and maintenance items.
At a minimum, all proposals shall include the following:
• Detailed cost estimates for all recommended repairs and maintenance items
• Estimated timeline for project completion following contract execution
• Estimated lead times for procurement of materials and scheduling
• Applicable warranty information for labor and materials
• Contractor qualifications and documented experience with live fire training structures, burn
buildings, or similar specialized facilities
• Identification of any subcontractors proposed for use on the project
• Proof of appropriate licensing and insurance coverage
Attention shall be given to the following HIGH-PRIORITY items, which must be completed before the
structure may be returned to service:
• Removal and replacement of damaged, cracked, and failed Westemp insulation panels in both
burn rooms
• Removal and replacement of the pyrometers and data logging system in both burn rooms
Additional medium- and low-priority deficiencies identified within the inspection report shall also be
included in the proposal and separated by category and priority level.
Contractors are encouraged to conduct a site visit prior to submission of bids. Site visits may be
scheduled by contacting the Bedford Township Fire Department.
All work shall comply with applicable NFPA standards, manufacturer specifications, OSHA regulations,
state and local codes, and industry best practices for live fire training facilities.
The Bedford Township Board reserves the right to reject any or all bids, waive informalities or
irregularities in the bidding process, and accept the proposal deemed to be in the best interest of the
Township.
Sealed bids shall be clearly marked:
“SEALED BID – FIRE TRAINING TOWER REPAIRS”
and delivered to:

Bids must be received no later than June 12, 2026, by 4:00 P.M.
Bids will not be opened at the time of the deadline. Bids will be open at the discretion of the Clerk,
when time allows. Results will be posted on the township website www.bedfordmi.com

Section I
GENERAL INFORMATION/SCOPE OF SERVICES
Rimkus has conducted this visual structural evaluation to assess the structural integrity
of the fire training tower and make recommendations. National Fire Protection Association
(NFPA) 1400 (2026 Edition) Section 8.2 requires that the structural integrity of the live fire
training structure be evaluated and documented annually by the building owner, operator,
or Authority Having Jurisdiction (AHJ). If visible structural defects are found, such as but
not limited to cracks, rust, spalls, or warps in structural floors, columns, beams, walls, or
metal panels, the owner/operator shall have a follow-up evaluation conducted by a
licensed professional engineer with live fire training structure experience and expertise.
Follow-up Inspection Program
The follow-up inspection program complies with NFPA 1400 section 8.2.1.1 and will
include the following, if applicable:
Complete service carried out by a licensed professional engineer with live fire
training structure experience and expertise.
Visual inspection of the exposed areas of the foundation and slab.
Visual inspection of the exterior of the tower.
Visual inspection of all exposed structural elements.
Visual inspection of all thermal linings.
Visual inspection of all doors and window shutters, including hardware.
Visual inspection of stairs, ladders, and fire escapes.
Recommendations for repairs, maintenance, or improvements.
A formal report with photographs documenting the findings.
