Radon Testing and Mitigation Services for MSHDA Home Repair Program

Grant Projects

DUE: TUESDAY SEPTEMBER 1, 2026

The City of Adrian is soliciting proposals from qualified firms to provide radon testing and,

when warranted, radon mitigation services for residential properties participating in the Michigan

State Housing Development Authority (MSHDA) Home Repair Program.

Lenawee County is recognized as an area with elevated radon potential. As required by

MSHDA, all housing rehabilitation projects located in counties with high radon levels must

include radon testing as part of the environmental review process. Documentation of testing and

any required mitigation must be maintained in each project file.

The City anticipates up to twenty-five (25) eligible residential properties may require radon

testing during the grant period. Not every property will require mitigation.

The City intends to award a contract to one qualified firm capable of providing both radon

testing and mitigation services in accordance with MSHDA program requirements.

Electronic bids will be NOT accepted.

Bids must clearly state on the outside of the sealed envelope:

“Radon Testing and Mitigation – MSHDA Home Repair Grant Program.”

The bidder agrees that if the City accepts the proposal, the bidder will, within 10 consecutive

calendar days after receiving notice of acceptance, enter into a contract with the City, the

homeowner, and MSHDA.

Scope of Services

The selected contractor shall furnish all labor, equipment, materials, transportation, and

documentation necessary to complete the following services on an as-needed basis.

Radon Testing

The contractor shall:

 Schedule testing with homeowners in coordination with the City of Adrian.

 Install and retrieve radon test devices using current industry standards and manufacturer

recommendations.

 Conduct testing in accordance with applicable ANSI/AARST standards and EPA guidance.

 Prepare written test reports identifying:

 Property address

 Date(s) of testing

 Testing method utilized

 Measured radon concentration (pCi/L)

 Interpretation of results

 Recommendations for mitigation, when applicable

 Submit testing results to the City within five (5) business days following completion of

laboratory analysis.

Radon Mitigation

When testing indicates radon levels at or above applicable action levels established by MSHDA

or other governing guidance, the contractor shall:

 Inspect the property.

 Recommend an appropriate mitigation strategy.

 Provide a detailed cost proposal for City approval prior to beginning mitigation work.

 Install all mitigation systems in accordance with current ANSI/AARST standards, applicable

building codes, and manufacturer specifications.

 Obtain all permits required by the City of Adrian or other applicable jurisdictions.

 Coordinate all required inspections.

 Complete post-mitigation testing to verify system performance.

 Provide the City with a final mitigation report documenting installation and post-mitigation

test results.

Contractor Qualifications

Proposals shall demonstrate the firm's qualifications and experience, including:

 Experience performing residential radon testing and mitigation.

 Experience working with federally or state-funded housing rehabilitation programs, if

applicable.

 Capacity to complete work on multiple residential projects simultaneously.

Preference may be given to firms with experience administering environmental compliance

requirements for housing rehabilitation programs.

Licensing and Certifications

The contractor shall provide documentation demonstrating:

 Current business registration in the State of Michigan.

 Certification or credentialing appropriate for residential radon measurement and mitigation in

accordance with recognized national standards (such as certification through the National

Radon Proficiency Program (NRPP) or National Radon Safety Board (NRSB), or any

successor organization).

 Compliance with all applicable federal, state, and local regulations.

 Contractor must possess a Unique Entity ID (UEI), CAGE Code, or unique business name

that is registered through SAM.

 Contractor can utilize licensed subcontractors to complete work. Subcontractors must also be

checked against the SAM.gov exclusion list, unless the subcontractor solely provides

materials, or non-construction services.

Insurance Requirements

The selected contractor shall maintain, at a minimum:

 Commercial General Liability Insurance

 $300,000 bodily injury

 $100,000 property damage

 Workers' Compensation Insurance, as required by law.

Certificates of Insurance shall be provided prior to execution of the contract.

Performance Requirements

The contractor shall:

 Contact the homeowner within five (5) business days of receiving authorization from the

City.

 Complete radon testing within ten (10) business days of homeowner contact, unless

otherwise approved.

 Submit testing reports promptly following receipt of laboratory results.

 Complete mitigation work within thirty (30) calendar days following authorization to

proceed, unless otherwise approved by the City.

 Coordinate scheduling with homeowners and City staff.

 Maintain professional conduct while working in occupied homes.

Payment

The contractor shall be compensated based upon completed services.

Testing and mitigation services shall be invoiced separately.

Invoices shall include:

 Property address.

 Date of service.

 Description of work completed.

 Associated testing or mitigation report.

 Applicable permits and inspection documentation, if required.

Payment shall be made following City review and acceptance of submitted documentation.

Proposal Submission Requirements

Interested firms shall submit:

 Company qualifications.

 Proposed fee schedule, including:

 Standard residential radon test.

 Follow-up testing.

 Hourly labor rates.

 Typical mitigation system pricing.

 Emergency or additional service rates, if applicable.

 Copies of certifications.

 Proof of insurance.
