The City of Seattle is seeking qualifications for OC Disaster Debris Monitoring & Waste Processing Servs . Qualifications are due no later than 1:00 pm on Thursday, September 10, 2026 . All questions are to be submitted through the e-procurement portal at https://procurement.opengov.com/portal/seattle no later than 5:00 pm on Thursday, August 20, 2026 .
The Consultant Team will provide disaster debris planning assistance to the City of Seattle prior to any debris‑generating event, as well as comprehensive debris monitoring services following an event that impacts the city. All services will be performed in accordance with current applicable state and federal reimbursement guidelines, with the goal of maximizing the City’s ability to receive full federal reimbursement for recovery activities.
During a disaster that produces significant debris, the Consultant Team will monitor debris management sites and coordinate with the State and FEMA to help ensure debris removal operations are efficient, effective, and eligible for FEMA Public Assistance funding.
In addition to emergency response services, the Consultant Team will also assist Seattle Public Utilities (SPU) with training, disaster drills, and contracting tasks related to Debris Management.
This is an on‑call contract with a not‑to‑exceed amount of $10 million over a five‑year term. The contract does not guarantee any minimum amount of work. Performance schedules and delivery dates for specific projects will be defined in individual Work Assignments issued under the on‑call contract.
