The 502d Contracting Squadron intends to issue a direct award to Commemorative Air Force (CAF),
5661 Mariner Drive, Dallas, Texas 75237-4728 (SAM UEI: RR3MM8ZLJSA8) for Tora Tora Tora Air Show
Performance.
Tora Tora Tora is the only Commemorative Air Force organization that can provide a realistic
reenactment to this degree. Additionally, they provide pyrotechnic expertise both for their own
demonstration as well as for additional aerial acts during the air show. Since Air Force safety
regulations require a high level of experience in order to meet stringent requirements, Tora Tora
Tora is the sole Pearl Harbor reenactment act capable of safely executing a performance without
incident. They provide the only composition of replica Japanese aircraft able to simulate a
realistic airfield attack with historical narration and ground-based pyrotechnics.
Commemorative Air Force Fleet (CAF) is a seasoned aerial performer professional and guaranteeing
JBSA will receive the quality service necessary for a successful Airshow & Open House. CAF has
extensive prior experience as an aerial performer in which they have successfully met the needs of
this requirement for hundreds of Airshows. Their capabilities in the aircraft allow the execution
of a safe and entertaining performance which makes them the only known source that can satisfy the
government's requirement for this service at the 2026 Great Texas Airshow & Open House.
This notice is not a request for quotations/proposals or an invitation for bids and no solicitation
is available.
The Government intends to procure from only one source under the authority of Federal Acquisition
Regulation (FAR) 13.106-l(b)(l)(i), Soliciting from a single source.
Interested organizations may submit clear and convincing evidence to support their ability to
provide the needed performance services in writing to parris.watson.2@us.af.mil, Commie.whigham@us.af.mil and
michael.simington@us.af.mil no later than 12:00 noon (CST), 24 February 2026.
The Government does not anticipate receiving responses to this notice. If parties choose to
respond, any cost associated with preparation and submission of data or any other cost incurred in
response to this announcement are the sole responsibility of the respondent and will not be
reimbursed by the Government.
