POARCH BAND OF CREEK INDIANS
Sealed bids will be received by the Poarch Band of Creek Indians Public Works Department located in
the Facilities Building at 466 Martin Road, Atmore Alabama until 10:00 a.m., the 18th day of AUGUST
2026, and at that time publicly opened for constructing the following:
BUILDINGS 100 & 300 DRAINAGE IMPROVEMENTS
Electronic Bids WILL NOT be accepted.
Bids are invited for all materials, labor, tools, and services necessary to install the BUILDINGS 100 &
300 DRAINAGE IMPROVEMENTS per the design shown on the Construction Plans and as described in
the Contract Specifications. This project consist of the installation of 1300 lf of 6"-24" storm drain, 8
storm drain inlets, 221 lf of trench drain and other miscellaneous work.
The entire project shall be completed in SIXTY (60) calendar days.
A cashier's check (drawn on an Alabama bank) or bid bond for 5% of the amount bid (maximum -
$50,000.00) and made payable to Poarch Band of Creek Indians must accompany each bid as
evidence of good faith. It is not required that a contractor be licensed in order to submit a bid; however,
prior to award of a contract, proper proof of all applicable licensures must be provided by the
contractor. Proof of insurance coverages of the types and amounts as set forth in the project
specifications will be required of the contractor, and any and all subcontractors, prior to beginning
work. The contractor will be required to perform work amounting to at least 30% of the total contract
cost with his own organization. Contractor prequalification is not required to bid on this project.
Contract Documents, including Drawings and Technical Specifications, are on file at the Office of
Goodwyn Mills Cawood, LLC, 2039 Main Street, Daphne, Alabama. Official bid documents can be
obtained by emailing Barbara.garner@gmcnetwork.com. No bid documents will be distributed later
than 24 hours prior to the scheduled opening of bids.
Bid documents are on file at the PBCI Facilities Building at 466 Martin Road, Atmore, Alabama, 36502.
A mandatory pre-bid meeting will be held at the PBCI Facilities Building at 466 Martin Road, Atmore,
Alabama, 36502 at 10:00 a.m., the 11TH day of August 2026.
All questions or clarification requests must be sent by email to Barbara Garner at
Barbara.garner@gmcnetwork.com no later than August 14th, 2026. If an addenda is necessary the
Engineer will issue one to the email addresses that we have on file.
This is a locally funded project. The proposed work shall be performed in conformity with ALDOT
rules, regulations and specifications. This project is subject to the Contract Work Hours and Safety
Standards Act and its implementing regulations.
In accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000D to 2000D-4
and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the
Secretary, Part 21, nondiscrimination in federally-assisted programs of the Department of
Transportation issued pursuant to such act, all bidders are hereby notified that it will be affirmatively
ensured that in any contract entered into pursuant to this advertisement, minority business enterprises
will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated
