The Department of Consumer and Worker Protection in compliance with PPB Rule 3-03 seeks to provide Annual Tax Season Initiative to increase awareness of and access to free tax preparation services and valuable tax credits, such as the EITC, CTC, and the New York City Child Care Tax Credit (NYC CCTC) for New Yorkers with low and moderate incomes. The Initiative is to promote services that help New Yorkers build assets, save for emergencies and increase their financial stability and through its primary activity, the NYC Free Tax Prep program (Program), seeks to increase access to and awareness of free tax preparation services and valuable tax credits and to use tax time as an opportunity to connect tax filers to asset building and financial health resources. Tax refunds, particularly those boosted by refundable tax credits like the Earned Income Tax Credit (EITC), can be the largest cash infusion or “paycheck” a family receives all year. Most families use their tax refunds to pay for vital household expenses like food, rent, utilities, and school supplies, while also paying off debt or catching up on bills. Filers get to keep their entire refund when they use free tax preparation services. DCWP is issuing this RFP to serve  as providers for two competition pools (Competition Pool #1: NYC  Free Tax Prep for Individuals and Families and Competition Pool #2: NYC Free Tax Prep for Individuals and Families and Self-Employed Tax Prep. It is estimated that DCWP will be awarding an estimated 7 or more contracts at an estimated total value of $14,419,884.00, with an anticipated term of 7/1/2026 - 6/30/29 with two( 2) three (3) year renewal options.

To view all solicitation documents, you must log in to PASSPort and view the documents referenced in the document tab.  To be eligible to submit your proposal for the upcoming RFP within PASSPort, vendors must first complete and submit a prequalification application using the City's HHS Accelerator System.  It is anticipated that the payment structure of the contracts awarded from this solicitation will be line-item, budget reimbursement. Please submit your proposal by both acknowledging receipt of the RFx in the Acknowledgement Tab and completing your response in the Manage Responses Tab.  All communicatins with DCWP regarding this solicitation must be done via BIDS@dcwp.nyc.gov  (subject line "86625P0001-ATSI RFP")

Prep-Propoal Conference
The Pre-Proposal Conference will be held virtually on July 01, 2025 at 2:00 PM EST.  All those interested in attending the conference must RSVP for the conference to BIDS@dcwp.nyc.gov  (subject "86625P0001-ATSI RFP" by June 20, 2025. Please send all questions you may have before the Pre-Proposal conference to BIDS@dcwp.nyc.gov by June 26. 2025 at 2:00 PM EST, Please include in the subject "86625P0001-ATSI RFP - Questions". Otherwise, all questions after the Pre Proposal conference  must be received by the Questions Deadline of August 11, 2025 at 2:00 PM in the "Discussion Fourm" section in PASSPort.

Use of PASSPort and Prequalification
To respond to this RFP and all other Human/Client Services RFPs, organizations must have an account and an Approved PASSPort Health and Human Services (HHS) PQL qualification status in PASSPort.
