Bridges Community Living
Request for Proposal
Bridges Community Living is examining the viability of the development of small home communities. The first community is planned for Lot 2 Block 8 1621NY (former PCL site). By using the tiny homes model the organization believes we can keep construction cost at a reasonable rate for affordable housing.
The client group noted above will likely be the citizens living in these units and therefore a designed that embraces the reality of mobility devices like walkers will be important. This may require a slightly larger footprint than a typical tiny home.
The project will be broken into 3 phases. Successful candidates will provide a bid on all 3 phases.
Phase 1: The development of Class B schematics for the development of a “Tiny Homes” community. Based on these schematics, the consultant will provide an estimated cost of construction for the purposes of BCL submitting grant applications. This includes providing support and any technical documents for a change of zoning on the parcel. Phase 1 will start upon awarding of the contract and the bidder will supply a timeline for completion of this phase.
Phase 2: Subject to BCL obtaining grants or other financing for the project, develop technical documents and tender administration for the project. Timelines to be jointly determined by the contractor and BCL should the project move to this phase Please note that BCL could be more than 1 year in securing grants and financing.
Phase 3: Subject to the stipulation in Phase 2, provide construction management and cost control of the project. Timelines to be jointly determined by the contractor and BCL should the project move to this phase.
Bidders should include costs associated with the development of all 3 phases as well as a narrative of how BCL and other consultants will be engaged in the development, planning and construction processes.
4.0 SCHEDULE
Release of RFP - December 16, 2024
Notice to submit bid – January 8, 2025
Meeting with all confirmed bidders (optional) – January 14, 2025
Bids Due by 4 PM on January 31, 2025
Decision by BCL – February 14, 2025.
