SPECIAL NOTICE
Notification of Contractor Registration Requirements (where required)
Pursuant to the requirements of California Labor Code section 1771.1, all contractors and
subcontractors that wish to engage in public work through a public works contract must be
registered with the Department of Industrial Relations (DIR).
All contractors, including subcontractors, listed in the proposal must be registered
with the DIR at the time proposals are due, and must submit proof of registration with
the proposal. Any proposals received listing unregistered contractors and/or
subcontractors will be deemed non-responsive.
NOTE: DIR number is to be specified on the cover page of the consultant proposal. Proof
of registration for consultant and sub consultant shall also be submitted as an exhibit of the
proposal.
Application and renewal are completed online with a non-refundable fee of $400. Read the

NOTICE IS HEREBY GIVEN that the County of Imperial Department of Public Works

Each proposal must conform and be responsive to this Notice and all other
documents comprising the pertinent Request for Proposal Documents. Copies of the

A non-mandatory pre-proposal conference will be held on Tuesday, June 23, 2026,
at 10:00 A.M, at the Department of Public Works located at 155 South 11th Street, El Centro,
CA 92243. While the meeting is non-mandatory, all are encouraged to attend. Immediately
after the meeting, a brief site visit will also take place to point out the New Facility Site.
The County reserves the right to reject any or all proposals, to accept or reject any
one or more items of a proposal, or to waive any irregularities or informalities in the
proposals or in the process. No proposal may be withdrawn for a period of ninety (90) days
after the due date.
It is the intent of the County that while there is no specific preference to be given for
the level of local consultant/subconsultant participation, the County will encourage
consultants and subconsultants to provide opportunities for local participation. To that
end, all are encouraged to attend and, separate from a presentation by County Staff of the
Program and an opportunity to submit questions, sign-up sheets will be provided to give
consultants the opportunity to express their interest in the project. Those sheets will include
spaces for names, firms, contact information and specific information related to
disciplines. The meeting is intended as an opportunity for the program and construction
consultant community to share information.

This RFP is being distributed over the internet and is posted at the County of Imperial
Department of Public Works website at the following address:

Consultants wishing to propose in response to this RFP must obtain this document from our
website. Due to the fact that anyone can download the RFP and the County has no method
for tracking the distribution, the County is not able to maintain a list of potential consultants
and/or proposers and cannot provide individual notification of amendments or addendums
to this RFP.
The County will therefore post any addendums to the RFP on the above-mentioned website.
All consultants shall refer to the website to verify all addendums that have been issued and
that they have acknowledged all such addendums in their proposal.

II. PURPOSE AND BACKGROUND
The County of Imperial Department of Public Works (ICDPW) and Behavioral Health Services
(ICBHS) are requesting proposals from qualified and experienced consultants, inclusive of
labor compliance services for the below referenced project in Imperial County.

The purpose of the Request for Proposal (RFP) is to. The project is being developed by
Imperial County Behavioral Health Services (ICBHS) in collaboration with the Imperial
County Department of Public Works (ICDPW) and is funded through the California
Department of Health Care Services (DHCS) Behavioral Health Continuum Infrastructure
Program (BHCIP). ICBHS and ICDPW is seeking to engage a qualified PM/CM Team to assist
with the planning, design, procurement, construction, and project closeout phases of the
project.
is to solicit qualified architectural and engineering consulting firms to provided professional
design services for the Northern Horizons Campus Behavioral Health Expansion Project. The
project is being developed by Imperial County Behavioral Health Services (ICBHS) in
collaboration with the Imperial County Department of Public Works (ICDPW) and is funded
through the California Department of Health Care Services (DHCS) Behavioral Health
Continuum Infrastructure Program (BHCIP).
The selected consultant will provide comprehensive architectural, engineering, permitting,
and construction support services necessary to remodel and improve an existing County-
owned facility located in the northern region of Imperial County. The project will establish
the Northern Horizons Campus, a comprehensive behavioral health facility designed to
expand access to mental health and substance use disorder treatment services for
underserved communities residing in Northern Imperial County.
Is requested that all proposals address the following Scope of Work items, which are
summarize below and described in greater detail in Section V
Review available preliminary program documentation, including preliminary site planning
studies and existing grant documentation (grant application and signed agreement entered
by the County and the so that respondent is knowledgeable of what the County is designing
and constructing.
Develop a set of Performance Standards sufficient to describe the performance criteria of
the Project, including but not limited to site improvements, building construction, and
included services.
Support Behavioral Health during the Design Build Team selection process including:

Preparing a Request for Statements of Qualifications to be used for soliciting
qualified Design Build Teams.
Evaluating Design Build Team Qualifications and Proposals received and assisting in
selection of respondents to be provided the opportunity to submit final Proposals.
Preparing a Request for Proposals, reviewing and assisting in the selection of the best
fit Design Build Team, recommending award of the contract, assisting with contract
negotiations, and assistance in issuing notice of award.
Coordinate with Behavioral Health, other County Departments, the Design Build Team, and
Construction Quality Assurance (CQA) Consultant before and during design and
construction as necessary including kickoff meeting, status update meetings, deficiency
meetings, and document control and distribution.
Provide Construction Management oversight services during construction including but not
limited to submittal review, scheduling, budgeting, including review payment requests and
change orders, meeting coordination, maintenance of project documents, and oversight of
Contractor work in coordination with a Construction Quality Assurance (CQA) consultant
and County staff.
There is no Disadvantaged Business Enterprise (DBE) participation goal established for this
project. However, Imperial County encourages the utilization and participation of qualified
disadvantaged, minority-owned, women-owned, veteran-owned, and local business
enterprises in its contracting and procurement activities.
Imperial County Behavioral Health Services recognizes the critical need to expand access
to behavioral health services in the northern region of Imperial County. Community health
assessments and behavioral health needs assessments have consistently identified
significant service gaps, transportation barriers, and limited access to mental health and
substance use disorder treatment services for residents living in rural communities such as
Brawley, Calipatria, Westmorland, Niland, and surrounding areas.
The Northern Horizons Campus Behavioral Health Expansion Project will address these
unmet needs through the renovation of an existing County-owned facility into a
comprehensive behavioral health campus. The facility will provide integrated behavioral
health services, including outpatient substance use disorder treatment, Full-Service
Partnership (FSP) mental health services, psychiatric services, medication-assisted
treatment (MAT), care coordination, recovery services, therapeutic counseling spaces,
transportation support services, and office space for co-located community partners.
The project is intended to strengthen the behavioral health continuum of care by providing
timely access to treatment, reducing barriers associated with geographic isolation,
improving coordination of services, and promoting long-term recovery and wellness for
individuals living with mental health and substance use disorders.
The Northern Horizons Campus will support a broad range of populations, including
transition-age youth, adults, older adults, individuals experiencing homelessness,

individuals with co-occurring mental health and substance use disorders, justice-involved
individuals, and other underserved populations residing in Northern Imperial County. The
project will expand access to high-quality behavioral health services while promoting health
equity and improving outcomes for some of the County's most vulnerable residents.
Through this investment, Imperial County Behavioral Health Services seeks to create a
sustainable, community-based behavioral health resource that improves access to care,
enhances service delivery, and addresses critical behavioral health needs throughout the
northern region of Imperial County
III. PROJECT DESCRIPTION
ICBHS in coordination with ICPWD, County of Executive Office, and other project
shareholders, is undertaking the Northern Horizons Campus Behavioral Health Expansion
Project. The project is funded through the DHCS, BHCIP, and is intended to expand access
to behavioral health services for residents of Northern Imperial County.
The project involves the renovation and modernization of an existing County-owned facility
located in Brawley, California, to establish a comprehensive behavioral health campus that
will provide integrated mental health and substance use disorder (SUD) treatment services.
The facility is intended to address critical service gaps and improve access to care of
underserved and rural communities throughout Northern Imperial County.
The project site consists of an existing two-story facility originally constructed in 1975. The
building contains approximately 23,272 square feet, with approximately 11,660 square feet
on the first floor and 11, 612 square feet on the second floor. The structure is primarily
composed of steel framing with wood secondary framing components are features exterior
finishes that include concrete masonry unit (CMU) walls and plaster architectural elements.
The first floor is currently vacant and was previously occupied by the Imperial County
Superior Court. A portion of the second floor, totaling approximately 2,321 square feet, is
occupied by the Imperial County Sheriff's Office and will remain operational throughout the
project. This occupied area is excluded from the renovation scope. The remaining second-
floor space is currently vacant and previously housed Behavioral Health administrative
functions and support services.
The proposed project includes the renovation of approximately 20,951 square foot of
existing facility and associated site improvements necessary to support behavioral health
operations. The renovations is expected to be comprehensive and may require substantial
interior demolition, environmental investigations, and hazardous material abatement.
Existing partitions, doors, windows, flooring systems, ceiling assemblies, and interior
finishes may be removed and replaced to accommodate the new facility layouts and
program requirements.
Site improvements may include parking lot improvements, ADA accessibility upgrades,
pedestrian circulation improvements, exterior lighting, security enhancements,

landscaping, utility and drainage improvements, signage, and other infrastructure
necessary to support the facility's operations.
The selected consultant shall prepare all necessary studies, assessments, plans,
specifications, cost estimates, and permit documents required to complete the project. The
consultant shall coordinate with ICBHS, ICDPW, regulatory agencies, utility providers, and
other stakeholders throughout the design and construction process.
Exhibits C and D include preliminary design improvements (building and site).
1. The selected PM/CM Consultant will work with and coordinate with other County
Departments, agencies, jurisdictions, public utilities, consultants, etc., in their efforts to
design and construct these off-site projects. The PM/CM will provide services
throughout the duration of the project.

IV. SCOPE OF WORK
Provide full-service Program and Construction Management Services for the proposed Design
Build Program to include:
1. Program Management:
A. Review the available Program Funding Agreement (PFA) Advocates documentation
referenced as Program Funding Agreement ID: 7469-CA BHCIP-B5-490
AdultImpCounty-01 and funded by the Advocates for Human Potential, Inc. (AHP).
B. Assist BH Staff in coordinating all work as necessary as defined in the Advocates for
Human Potential, Inc., and California Department of Health Care Services (DHSC),
California Behavioral Health Continuum Infrastructure Program (BHCIP).
C. Assist BH Staff in all AHP and DHCS issues, including final detailed programming,
budget preparation and tracking, schedules, and overall PFA Program requirements to
assist in ensuring BH meets the PFA requirements.

b. Upload all documents related to draw requests to this portal and should
receive BHCIP funds in your JPMorgan Chase IDBA account within 30 days of
submission of a complete draw request, assuming it is approved by QDFC,
AHP, and DHCS.
D. Develop a set of Performance Standards sufficient to describe the performance criteria
of the Project, including but not limited to site improvements, building construction,
and included services.
E. Support BH during Design Build Team selection process including:
i. Preparing a Request for Statements of Qualifications to be used for soliciting
qualified Design Build Teams.
ii. Evaluating Design Build Team Qualifications and Proposals received and assisting
in selection of respondents to be provided the opportunity to submit final
Proposals.
iii. Preparing a Request for Proposals, reviewing and assisting in the selection of the
best fit Design Build Team, recommending award of the contract, assisting with
contract negotiations, and assistance in issuing notice of award.
F. Coordinate with BH, other County Departments, the Design Build Team, and
Construction Quality Assurance (CQA) Consultant before and during design and
construction as necessary including kickoff meeting, status update meetings,
deficiency meetings, and document control and distribution to ensure AHP, DHSC and
BHCIP program compliance.
G. Prepare and manage documents and tasks during the development of all the necessary
and integral components/phases of the project in order to provide a turnkey final
product before the deadline of the grant project.
2. Pre-Construction and Construction Management:
A. Provide Construction Management oversight services during construction including but
not limited to submittal review, scheduling, budgeting, including review payment
requests and change orders, meeting coordination, maintenance of project
documents, and oversight of Contractor work in coordination with a CQA consultant.
B. Attend meetings between the County and the Design Build Team during all phases of
the project, including programming, schematic design, design development, cost
estimating, subcontractor and other bidding & formulation of guaranteed maximum
price, construction documents, construction, and post construction. PM/CM to review
deliverables at all stages and make recommendations to the County regarding the
acceptability, applicability, feasibility, and constructability. PM/CM shall consider the
site constraints, building systems, building materials, code compliance, alternate
methods, economics, materials and labor availability and schedules.
C. Oversee the Design Build Team's design services to ensure compatibility with governing
agency requirements, to coordinate code compliance and ensure compliance with the
