The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for Mass Care and Shelter services . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Monday, August 24, 2026 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
The County’s objective under this Contract is to provide comprehensive, inclusive, and timely post-displacement support for individuals and families affected by natural or human-caused disasters. The intent is to ensure that all displaced residents, including individuals with disabilities and others with access and functional needs—receive essential resources that support short-term recovery and, when applicable, transition into longer-term assistance. Support may be provided through a variety of sheltering operations, which may range in size, scope, and location and may include, but are not limited to, reception centers, overnight shelters, regional centers, local assistance centers (LACs), family assistance centers (FACs), and other sheltering and recovery sites as determined by the County.
This Contract is established as a usage agreement due to the unpredictable nature of potential disasters. No compensation shall be due to the Contractor unless and until the County invokes the Contract in anticipation of, or in response to, a natural or man-made disaster, except as expressly authorized for pre-disaster exercises requested by the County. The County makes no guarantee that all services described herein will be required for each incident. Compensation for labor, materials, and equipment shall be reimbursed on a unit-cost basis in accordance with the rates set forth in Attachment B – Payment and Compensation and the Specific Requirements of this Contract.
