Bethel Township Detection Upgrade Project

Project Description: Bethel Township will receive sealed bids for the Bethel Township Detection Upgrade Project. The scope of work generally includes selective tree trimming, controller modifications, video and radar detection upgrades. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until March 27, 2025 at 3:00 PM at which time the Bids will be opened, and a summary of the results will be made public after Bids are due. Bids will have a tentative award date of May 2, 2025. Faxed bids will not be accepted.
The work indicated will be at a minimum, partially funded via Green Light-Go (GLG) grants from the Commonwealth of Pennsylvania, Pennsylvania Department of Transportation (PennDOT). The bidding process, contract, and conduct of the work must meet the requirements of the GLG grant agreements, which has been entered into by Bethel Township, and the Commonwealth of Pennsylvania. The agreements obligate Bethel Township to certain compliance requirements. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.

For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Bethel Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Bethel Township.
A pre-bid meeting will not be held for this project.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Bethel Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non- collusion affidavit contained in the contract documents.
