This is an Intent to Sole Source published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice is for a proposed award of a sole source firm fixed price contract to Censis Technologies to procure Zebra Bar-code Scanners for our Censitrac Sterile Processing's Instrument Tracking Systems. This procurement will be conducted under authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1: Only one source and no other supplies or services will satisfy agency requirements. This is not a request for competitive quotes. Market research identified that only Censis Technologies can provide the Zebra scanners that are compatible with the Censitrac Sterile Processing's Instrument Tracking Systems. A sole source letter from the original equipment manufacturer, Zebra Technologies, states that Censis Technologies is the sole vendor for the Zebra DS3678-DP2F403VTNA Wireless scanner, STB3678-C141E8NA cradle, and DS3608-DP20373VTNA wired scanner. These scanner models are the only Zebra rugged handheld DPM devices certified by Censis for use with Censitrac software. The North American Industry Classification System (NAICS) code for this procurement will be 334118 - Computer Terminal and Other Computer Peripheral Equipment Manufacturing, the (PSC) is 7E20: IT and Telecom - End User: Workspace, Print, Output, Productivity Tools. While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement, including documentation from the proprietary rights holder Zebra Technologies that such contractor could provide this service as an authorized reseller, authorized dealer or third party. All responsible sources may submit a capability statement and completed Buy American Certificate which shall be considered by the agency by e-mailing such statement and supporting documentation to peter.kim33@va.gov No Later Than 10 AM PT Friday August 14, 2026. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government under authorities cited above.
