The City of Covington (City) is seeking proposals from qualified firms interested in providing
construction services for a project known as the Alcovy Road Sewer Rehabilitation (the
Project).
The Alcovy Road sewer system, spanning approximately 4,400 linear feet, serves a critical area of Covington. This system includes 15 manholes that are approximately 10-12 feet deep. Recent
inspections have raised concerns about the aging infrastructure and potential failures. The City is focused on evaluating the current condition of the system and determining the most suitable
method for rehabilitation or replacement.
The City desires to select a qualified contractor to gather critical information about the Alcovy
Road sewer system, which will allow the City to make an informed decision about the appropriate rehabilitation or replacement method.
The selected contractor will be responsible for conducting CCTV inspections, monitoring wastewater flow, and evaluating the existing pipeline¿s capacity.
The CCTV inspection will provide insights into the condition of the existing pipes and the
suitability of pipe bursting as a rehabilitation method. The sewer capacity assessment will help
determine whether slip-lining is a viable rehabilitation option. These steps will ensure that the
City¿s decisions align with the specific needs and conditions of the Alcovy Road sewer system. If
neither of those approaches are technically or economically viable, replacement of the existing
pipeline and manholes will be the necessary. If more than one of the approaches is viable, the
City will select the most attractive alternative based on cost implications, construction timelines,
and potential disruption to traffic and businesses along Alcovy Road, a significant four-lane
highway in Covington. A project location map has been provided in Attachment A.
