Description:

PURPOSE
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms interested in conducting a total compensation study for executive employees of the California State University (CSU) system and additional compensation consultation services as needed.
The Compensation Consultant (Consultant) will be responsible for conducting a comprehensive evaluation of CSU executive compensation. The project includes the following:
¿        Evaluate CSU¿s external comparator institutions for presidents and for vice chancellor positions and make the necessary recommendations to accurately reflect the CSU¿s competitive market.
¿        Evaluate the internal campus groupings used by the CSU for purposes of internal equity comparison for presidents. Make recommendations for improvement if necessary.
¿        Conduct a total compensation study that includes a market analysis and evaluate base pay, benefits and other compensation for CSU executives. Include supplemental compensation, bonuses, executive perquisites such as automobile and housing, executive transition and retreat benefits, health and retirement benefits. Present comprehensive analysis results and recommendations.
¿        Provide compensation consultation and guidance to address emerging needs, make recommendations based upon expertise and the study conducted.
¿        Attend meetings, make presentations, provide updates and present results and recommendations to staff and to CSU¿s leadership as required, including the Board of Trustees.
Responding firms should have significant experience conducting total compensation studies preferably involving universities of a range of sizes, including sizes similar to the 23 campuses of the CSU, and in all areas of the organization. Additionally, responding firms should have significant access to market data through either their own resources and/or subscriptions to market surveys, industry-specific publications, etc.
Further details are outlined in Section 4, Scope of Work, including the need for reoccurring executive total compensation studies and additional compensation consultation services.
In general, the CSU¿s specific consulting needs will be affected by Trustee and executive agendas, state and federal legislation, and the availability of funds.
