The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse the cost of any submission in response to this announcement. The entire cost of any submission will be at the sole expense of the source submitting information. If a solicitation is issued in the future, it will be announced via the Governmentwide Point of Entry (GPE) at https://sam.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.



The Naval Sea Systems Command (NAVSEA) intends to issue a full-and-open competitive solicitation, N00024-25-R-6304, pursuant to FAR Part 15 procedures, in the fourth quarter (Q4) of fiscal year 2025 (FY2025) for the Remote Minehunting (RMH) Module.



Program Executive Office Unmanned and Small Combatants (PEO USC) Mine Warfare Program Office (PMS 495) is procuring the RMH Module to address the need for an Unmanned Surface Vessel (USV)-based solution to detect, classify, and localize a variety of mines. The scope of the anticipated effort includes RMH Module production, associated engineering support, and spares.



This pre-solicitation notice provides the requisite notification of the agency’s August 25, 2025 determination that this consolidation of contract requirements under this consolidated acquisition titled “RMH Module” is necessary and justified (per FAR 7.107-2).



The determination will be posted with the solicitation in accordance with FAR 7.107-5(c)(2).



The solicitation release will be announced electronically under Contract Opportunities at https://sam.gov and interested parties must comply with that announcement. The Contract Opportunities website is the single point of entry for posting of the synopsis and solicitations to the internet. Interested Offerors should monitor SAM.gov for the release of the solicitation and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) to participate in this procurement at https://sam.gov/entity-registration.





SOLICITATION DOCUMENT ACCESS



The RMH Module documents, Bidder’s Library, and communications with industry (including industry engagement) will contain controlled information. Offerors that previously executed a Terms of Use Agreement (TOU) agreement during the pre-solicitation phase for this solicitation, but do not have access to the Bidder’s Library, must submit a request via e-mail to the Contracting Officer (Kevin Burk) and Contract Specialist (Ethan Breitenbach) for access to the Bidder’s Library but need not resubmit the TOU agreement or DD Form 254 Block 6 information. Potential Offerors interested in viewing any of the data associated with the RMH Module Solicitation must request, complete, and return 1) a TOU; and 2) a Security Classification Specification, DD 254 (Block 6.a, 6.b and 6.c). Offerors must be active Department of Defense (DoD) contractors to access the data within the solicitation. Offerors should complete and return the documents now to expedite the review of the solicitation documents when they become available in Q4 FY2025.



Submit a signed completed Terms of Use Agreement and DD 254 to kevin.j.burk3.civ@us.navy.mil and ethan.g.breitenbach.civ@us.navy.mil with a subject line of the email that reads, “TOU Letter / DD 254 (insert name of company) N00024-25-R-6304.” Offerors may also submit questions to the points of contact listed in this synopsis.



The Government will not provide sponsorship for new or upgraded personnel or security clearances. Upon proper clearance approvals by the Government and a signed TOU, the Contracting Officer will provide further instruction on access to the RMH Module data. The classified or restricted disclosure attachments will be made available in a secure manner to the Offeror so long as the Offeror has met the security requirements detailed here.
