REQUESTS FOR BIDS
Sealed bids will be received until Thursday, June 4, 2026 at 9:00 a.m. at Greensboro City Hall located at 1101
Main Street, Greensboro, AL 36744, and at said time bids will be publicly opened and read aloud for furnishing
all labor, materials and equipment and performing all work necessary for: T-Hangar Development at
Greensboro Municipal Airport. Major items of work include: Construct a new T-hangar and associated
Taxilane.
A Pre-Bid Meeting is scheduled for Wednesday, May 27, 2026, at 9:00 a.m. via virtual MS Teams. Attendance
is non-mandatory but encouraged.

The Issuing Office for the Bid Documents is Goodwyn Mills Cawood, LLC, located at Montgomery, AL 36117,
Email: brooke.gibson@gmcnetwork.com Prospective Bidders may examine the Bid Documents Monday
through Friday between the hours of 8:00 a.m. – 5:00 p.m. at Goodwyn Mills Cawood located at 2660 East
Chase Lane, Suite 200, Montgomery, AL 36117.
Copies of the Bid Documents may be obtained from the issuing office, during the hours indicated above, upon
payment of a one-time administrative fee of $20 for digital access/file sharing access and/or for each printed
set. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund
will be granted. Checks for Bid Documents shall be payable to “Goodwyn Mills Cawood, LLC.” Partial sets of
Bid Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible
for full or partial sets of Bid Documents, including Addenda if any, obtained from sources other than the
Issuing Office.
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount
of the bid, but not to exceed $50,000. The bid guaranty may be by certified check or bid bond made payable
to the City of Greensboro.
All Bidders bidding in amounts exceeding that established by the State Licensing Board for General
Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must
show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder
shall show such evidence by clearly displaying the license number on the outside of the envelope in which
the Proposal is delivered. “A contractor must have a Building Construction license to bid as prime for this
project.”
Bids may be held by the City of Greensboro for a period not to exceed one hundred twenty (120) days from
the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract is subject to requirements in the contract documents including, but not limited to, the
following Federal provisions:
1) Buy American Preference
2) Title VI Assurances
3) Davis Bacon Requirements
4) Debarment and Suspension
5) Disadvantaged Business Enterprise
6) Foreign Trade Restrictions
7) Lobbying Federal Employees (Required for contracts over $100,000)
8) Prohibition of Covered Unmanned Aircraft Systems (UAS)
9) Recovered Materials
Title VI Solicitation Notice: The City of Greensboro, in accordance with the provisions of Title VI of the Civil
Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby
notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this
advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation
and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age,
or disability in consideration for an award.
The requirements of 49 CFR Part 26 including any amendments thereto apply to this contract. It is the policy
of the City of Greensboro to practice nondiscrimination based on race, color, sex, or national origin in the
award or performance of this contract. The Owner encourages participation by all firms qualifying under this
solicitation regardless of business size or ownership.
All contracts and subcontracts that result from this solicitation incorporate by reference the provisions of 29
CFR Part 201, et seq, the Federal Fair Labor Standards Act (FLSA), with the same force and effect as if given in
full text. The FLSA sets minimum wage, overtime pay, recordkeeping, and child labor standards for full and
part-time workers.
The Contractor has full responsibility to monitor compliance to the referenced statute or regulation. The
Contractor must address any claims or disputes that arise from this requirement directly with the U.S.
Department of Labor – Wage and Hour Division.
The City of Greensboro reserves the right to reject any and all bids and to waive any informality or irregularity
in the bids received.
