The government seeks a contractor to provide qualified and certified sports officials(referees, umpires, scorekeepers, timers, linesmen) for youth and intramural sports leagues at Spangdahlem Air Base. Officials will enforce rules, manage game flow, maintain accurate records, and ensure player safety during scheduled games. Services are event-driven, with schedules provided 1–2 weeks in advance, requiring flexibility to adapt to changes. This is a recompete of an existing contract, and critical performance includes 100% game coverage, timely arrival, professional conduct, and adherence to local by-laws. Risks include availability of certified officials, schedule fluctuations, and maintaining consistent rule enforcement. Current service requirements depend on the number of games, which must be assessed based on historical data. Sustainment life cycle depends on funding and demand, with potential for multi-year contracts. If unmet, the lack of officials would disrupt sports programs, reduce participation, and negatively impact morale and welfare. The service is not military unique and qualifies as a commercial service under FAR Part 12, leveraging streamlined acquisition procedures. Certification requirements include recognized associations (e.g., FIFA, NAYS), and background checks and base access are critical long-lead items.
