Amendment 3: (Dated: 11/07/2025): The purpose of this amendment is to extend the submission deadline and incorporate Attachment 3 "Eielson Contaminated Sites Atlas"
Amendment 2: (Dated: 10/29/2025): This amendment modifies the previously issued Request for Qualifications (RFQ) to incorporate significant updates. Specifically, a revised Statement of Work (SOW)/RFQ/Synopsis has been included, along with supplementary attachments detailing newly added work requirements. The submission deadline for qualification packages has been extended. The revised deadline for submission is December 1, 2025, by 12:00 PM Alaska Daylight Time (AKDT). Interested parties are encouraged to review the updated SOW and attachments prior to submitting their qualification packages. ** This is a total small business set aside.**
Amendment 1 (Dated: 10/15/2025): The purpose of this amendment is to extend this Request for Qualification to 29 October 2025 at 04:30 PM AKDT.
The 354th Eielson Contracting Squadron is seeking qualification packages for A&E services for the project below:
This project aims to repair Arctic Ave from Central Ave (include McKinley St.) to Ravens Way and repave & stripe the CHPP parking lot. Drainage issues have been reported along the specified section of Arctic Ave, likely due to low road elevations and a possible lack of culverts to direct storm water across the roadway. Sidewalks and bike paths are present along most sections of Arctic Ave but are missing along McKinley St. The asphalt paving in the CHPP Parking Lot has significantly deteriorated, with loose gravel accumulating on the surface.
The primary performance requirement is the delivery of a complete and accurate design package for the repair of Arctic Avenue and the CHPP parking lot. This design must address key deficiencies, including drainage issues, pavement deterioration, and hazardous materials, while also enhancing bike accessibility. The design must comply with all applicable federal, state, and Air Force regulations and standards. The A&E firm is expected to minimize life-cycle costs and maximize the long-term performance of the infrastructure. The Government will evaluate the A&E firm's performance based on the completeness, accuracy, and regulatory compliance of the final design package
The contract schedule set fourth in the statement of work requires a delivery of the 65% and 95% design documents in 365 calendar days.
