City of Excelsior Springs (Owner) is requesting Bids for the construction of the following Project:

Excelsior Springs, MO Sanitary Sewer Rehabilitation

Bids for the construction of the Project will be received at the City of Excelsior Springs located at 201 E. Broadway, Excelsior Springs, MO 64024, until Tuesday, May 5, 2026, at 10:00 a.m. local time. At that time the Bids received will be publicly opened and read.

The Project includes, but is not limited to, the furnishing of all labor materials, tools, equipment, transportation, permits, certificates, and temporary protection necessary for, or incidental to, the inspection and rehabilitation of portions of the existing sanitary sewer to reduce total extraneous water entering the system and confirmation that the rehabilitation work is sound.

1. Initial Closed Circuit Television (CCTV) inspection of about 18,100 linear feet of gravity sewer line.

a. After CCTV inspection is completed, the Engineer, with input from the Owner and Contractor, shall re-evaluate the conditions of the sewer lines and make appropriate changes to the repair and rehabilitation quantities.

b. The Engineer will produce revised drawings and a Change Order for approval by the Owner and Funding Agency and concurrence with the Contractor.

2. Work will resume with updated repairs and rehabilitation locations and quantities.

3. Make point repairs at locations identified in the Drawings.

4. Line 8-inch, 10-inch, and 15-inch sewers using Cured-in-Place Pipe (CIPP) and re-establish service lateral connections through trenchless lateral repair methods.

5. All other work shown on Drawings or called for in Specifications.

Contractors desiring the Contract Documents for use in preparing bids may also obtain a set of such documents from Drexel Technologies; 10840 West 86th Street, Lenexa, KS 66214, telephone number is 913-371-4430. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified, or cashier’s checks shall be made payable to Drexel Technologies, Inc.

Questions on the Bid Documents from general contractors and sub-contractors will be answered by the NKC, Mo. office of the Consulting Engineer. All questions must be submitted using the Request for Information Form (RFI) included in the specifications to Susan Copenhaver of the consulting engineer via e-mail at scopenhaver@mcclurevision.com . Any explanation or interpretation made will be in the form of a written response on the RFI form or by Addendum issued by the Consulting Engineer and furnished to all Bidders identified as plan holders of record. Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. Request for consideration of “equivalent” products will only be considered in writing from general contractors and subcontractors. No requests for alternate or “equivalent” products will be considered the fifteen (15) days prior to Bid opening.

Pre-bid Conference

A pre-bid conference for the Project will be held on Tuesday, April 14, 2026, at 10:00 a.m. at City of Excelsior Springs, 201 E. Broadway, Excelsior Springs, MO 64024. Attendance at the pre-bid conference is encouraged but not required.

Wage Rates

Minimum wage rates for this contract shall be prevailing wage rates as determined by the Missouri Department of Labor and Industrial Relations and the Davis Bacon Act, as issued by the US Department of Labor. The wage rates are set forth in the contract documents and are to be considered as a part of this Bid. Where both state and federal prevailing wage requirements may apply, the contractor shall pay the higher applicable wage rate.
