The City of Patterson is accepting proposals from qualified firms to provide
a Certified Building Official and Certified Building Inspectors
for Plan Check and Building Inspections Services.
The Building Official and/or Certified Building Inspectors shall possess Certified Access Specialist (CASp) certification. Services are based upon
“as needed” basis
per request from the City of Patterson.
The City will enter into a retainer agreement with the individuals or firms selected to provide these services. All interested parties are required to submit proposals in accordance with the conditions and dates outlined in this Request for Proposals (RFP).
Proposal Submission
The consultant shall provide the information requested within the RFP. Proposals should provide a straightforward and concise presentation adequate to satisfy the requirements of the RFP. Consultants may attach relevant information and documentation not specifically requested.
The consultant shall hand-deliver or mail their proposal to the City of Patterson, Community Service Department, 1 Plaza, Patterson, CA 95363, attention of Bryan Stice. Proposals must be received no later than 5:00 PM on January 16, 2024. All proposals received after the deadline will be rejected.
The consultant shall provide three printed bound copies of their proposal as well as one electronic copy (in PDF format) of their proposal on CD, DVD, or USB flash drive to be considered responsive. All materials submitted will become property of the City and returned only at the City’s option.
Scope of Services
Consultant shall provide a Certified Building Official and Certified Building Inspectors. The Building Official and/or Certified Building Inspectors shall possess Certified Access Specialist (CASp) certification. These individuals will be responsible for and shall perform the following scope of services, which includes but not limited to:

Provide Plan Check Services, Building Inspections, and Fire Inspection Services on an as needed basis upon the request of the City of Patterson for projects related to the City’s properties and/or structures and private development.

Requested services may involve anyone, or a combination of, the following Inspection Service areas: Building inspections for all new commercial, industrial, residential developments, and capital projects.

Adhere to and enforce California Building Codes (CBC), Federal and State laws, and City adopted building codes and ordinances.

Perform building plan checks: architectural, structural, plumbing, mechanical and electrical plan check review for buildings and structures for compliance with applicable Federal and State laws, building and safety codes, City ordinance, and acceptable engineering practices.

Review and approve building/structural revisions to plans required during construction.

Inspect buildings and structures for which building permits have been issued, for compliance and applicable codes and ordinances.

Confirm building use, occupancy, and type of construction, and review construction of buildings and structures to determine satisfactory safety requirements.

Inspect for compliance of Conditions of Approval set forth by the City’s Community Development Department, Planning Commission, and/or City Council.

Coordinate with various City departments, County agencies, and other governmental agencies as needed to obtain compliance.

Issue stop notices, correct work notices, or notices of violations for any violations of the CBC, Federal and State laws, and City adopted building codes and ordinances.

Provide all necessary vehicles, fuel, maintenance and equipment for field personnel to fulfill duties and perform building permit inspections.

Provide special inspections by qualified inspectors and conduct investigations as directed by the City, include field reports, letters, and/or documents.

Prepare inspection logs, reports, and related documentation and provide City.

Attend project meetings as needed per the request of City staff.

Administer the project to assure all elements of the actual building are furnished and constructed in accordance with the Project Plans, Specifications, Caltrans Standard Specifications, and City of Patterson Standards.

Create and maintain well-organized Building records/files and submit to the City of Patterson upon completion of project.
