Question Date Asked Answer Date Answered
Could you please confirm whether there is any flexibility from the stated minimum criteria requiring ten (10) years of experience in passenger terminal construction projects and three (3) similar project references? 4/24/2026 4:27:05 PM No 5/1/2026 4:44:10 PM
The RFQ states that the requested role is for one (1) single Senior Field Inspector with specific duties including: contractor coordination, pay application reviews, schedule reviews, submittal/ shop drawing tracking and review, field inspections, attendance of all weekly meetings, review and tracking of all cost change events, working with the AUTHORITY’s PM for daily updates on progress and daily reports, and working with the contractor to track schedule on a weekly basis to make sure milestones are met or what changes are needed. However in the “construction phase services, close out and claims sections or post construction services sections," there are a lot more details regarding scope of work that is not listed in the above description. Which scope of work should the Consultant be responding to for the RFQ? 4/25/2026 5:04:01 PM Review Addendum 1. Proposer must be able to perform all services outlined in the RFQ document. 5/1/2026 4:45:54 PM
Page 2 Section A.1 notes that the Consultant shall manage the schedule and the budget, however in the scope of services section (Page 2 Section II), managing the budget is not listed as part of the scope. Please confirm if we are to include this in the scope? 4/25/2026 5:05:25 PM A new draft contract will be issued with Addendum 1. After review, resubmit any contract-related questions referencing the new draft contract.
5/1/2026 4:46:41 PM
The services list a “project manager role” however this RFQ specifically notes only one (1) Senior Field inspector? Please clarify if there is also a Project Manager role for this project to be provided from Consultant as well as the Senior Field Inspector that is being requested. 4/25/2026 5:06:05 PM See Addendum 1 5/1/2026 4:47:24 PM
Page 2 Section A.1 notes that the Consultant shall manage the schedule and the budget, however on Page 4 Number 12 it says that the Consultant shall not issue written or oral instruction to, or make any agreements with, prime contractors or their representatives which affect the work in material ways or which may result in disputes or claims. Please clarify how the Consultant can manage any change orders, budget or claims or be responsible for cost if they cannot issue any written or oral instructions? Please confirm if the Port PM will manage the budget and what opinion from the Consultant is expected on the change orders or claims. 4/25/2026 5:07:44 PM A new draft contract will be issued with Addendum 1. After review, resubmit any contract-related questions referencing the new draft contract.
5/1/2026 4:48:02 PM
Page 3 Item 3. – Notes that the Consultant will not be held responsible for design defects and does not assume any of the contractual responsibilities or duties of the Architect-engineers however on Page 12, Section X (errors and omissions), 1 and 2 notes that the Consultant will be responsible for design error and omissions to include paying the authority costs as a result of the error and omissions? Please clarify, this seems to apply to a design type of agreement and role vs. the Senior Field inspector. 4/25/2026 5:08:31 PM A new draft contract will be issued with Addendum 1. After review, resubmit any contract-related questions referencing the new draft contract.

5/1/2026 4:49:44 PM
Page 7 Section f notes that there will be written monthly reports provided by the Consultant displaying the status of pending and issued contracts for projects under the management of the Consultant however in prior sections it is noted that the Consultant shall not hold any contracts for any of the work being performed on the project. Please clarify.
4/25/2026 5:10:05 PM A new draft contract will be issued with Addendum 1. After review, resubmit any contract-related questions referencing the new draft contract.
5/1/2026 4:50:16 PM
Page 7 section f asks that the monthly report also include status of cost, schedule and quality. Please clarify what the Senior Field Inspector will be reporting regarding costs on the project? It is assumed that the Authority’s PM will be managing the budget and costs as noted above, please clarify. 4/25/2026 5:10:39 PM A new draft contract will be issued with Addendum 1.
