The City of Hayward (City) announces Requests for Proposals (RFP) from qualified firms for architectural services for the conceptual design and site assessment for the new Corporation Yard Facility (Corp Yard).
NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 25-035 Corporation Yard Project . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the Engineering , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 4:00 pm on Tuesday, January 21, 2025 and clearly identified with RFP title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.
The existing Hayward Corp Yard no longer meets the space, operational and staffing needs of the City’s Maintenance Services Department (MSD) and Public Works Utilities Division (PWD). Built in the mid 1960’s, the existing facility is near the end of its useful life and functionally obsolete. The facility is undersized, poorly configured, outdated, and requires space and operational improvements to meet current needs.
The current Corp Yard occupies two adjacent lots, 24505 Soto Road, approximately 3.53 acres and 16 Barns Court, approximately 3.63 acres. The existing Animal Services building is currently a Police Department function, at 16 Barnes Court. MSD is currently utilizing half of the Animal Services building. It is anticipated that Animal Services will be moving, and that additional unoccupied space can be leveraged and used in the future by MSD and/or PW Utilities staff.

There is currently inadequate parking on both lots. The need for increased parking includes parking for Fleet vehicles, Utility vehicles, and employee parking.

Current staffing:
The City must acquire at least LEED Silver for all new facilities.
The City is seeking a firm to assist in how to best utilize the available space needed so current services can be accommodated well in the future. The conceptual facility and site design for a new Corp Yard will need to encompass not only current staffing but designed and built to accommodate future growth. It is anticipated that all existing buildings will be demolished.
The City has a current budget for these services of $190,000, however, additional funds may be added if necessary. The total anticipated cost for the facilities is expected to be about $100M - $150M in 2024 dollars.
*The space currently occupied by the Hayward Police Department for evidence storage will not be included in the assessment for the Corp Yard
