Project Description: Sealed bids for a one-year Contract with a qualified Contractor for full services to remove, haul and dispose of approximately 776,000 gallons of liquid municipal sludge from the Coaldale-Lansford-Summit Hill Sewer Authority (CLSHSA) WWTP will be received by CLSHSA, Carbon County, Pennsylvania online via PennBid (https://pennbid.bonfirehub.com/) until 11:00 AM., September 11, 2025 at which time the bids will be publicly opened and the results publicly displayed online at (https://pennbid.bonfirehub.com/). Bids will be reviewed and considered at the CLSHSA regular monthly meeting of September 11, 2025 at approximately 6:30 P.M
Contract Documents for the work are on file and can be obtained electronically on PennBid for no cost. A fee for the documents, postage and handling will be charged to bidders wishing to receive a hard copy which can be ordered via the PennBid portal. A pre-bid conference has not been scheduled for this project.
Questions will be accepted until 4:00 P.M., prevailing time, on September 3, 2025; All questions must be submitted through PennBid.
Bids for this Contract shall be accompanied by a Bid Security in the amount of ten percent (10%) of the Bid. All Bids shall be effective for sixty (60) calendar days.
The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, each in the amount of 100% of the Contract Price with a corporate surety approved by the Owner.
CLAHSA reserves the right to reject any or all Bids or portions thereof, and to accept any Bid, or portion of Bid, and the right to waive any immaterial defects in the bidding process, which in its judgment is in the best interest of the Authority.
