NOTICE OF INTENT TO AWARD - (NA-1.1) for Support Services

NOTICE OF INTENT TO AWARD SOLE SOURCE

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.

This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 3204(a), set forth in Federal Acquisition Regulation 8.405-6(a)(1)(C) in the interest of economy and efficiency. The National Nuclear Security Administration (NNSA) intends to award a sole source contract to:

• Project Enhancement Corporation (PEC), located in Germantown, MD, 20874

PEC will provide governance and management and enterprise-wide strategic planning to NNSA’s Office of Policy and Strategic Planning. Which includes enterprise-wide strategic planning processes and supports the development and integration of long-term strategic priorities for the enterprise; 2) enterprise-wide policy support to NNSA; and 3) broad coordination with diverse stakeholders within NNSA and requires frequent and highly detailed incorporation of critical and changing inputs from across the NSE through numerous Working Groups.

The anticipated period of performance will be one (1) three-month base period plus two (2) three-month option periods.

The Government is considering a total duration of 9-months order to provide time to award a competitive solicitation for a five-year award for this requirement.

The Government anticipates the award of the five-year competitive action by the end of fiscal year 2025.

This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
