Project Description: Issuing Procurement Unit: State of Utah Division of Purchasing Conducting Procurement Unit: Division of Archives and Records Service
The purpose of this RFP is to enter into a contract to provide: The Division of Utah State Archives and Records Service (DARS) is mandated to care for the entire life cycle of government records. This includes the short- and long-term management and preservation of records on paper, as well as those created in a digital environment (“electronic records”). Over the next three years, Archives is building its capacity and expertise for electronic records management in phases by: improving its digital storage environments for short- and long-term needs; managing these records through a digital asset management system; and acquiring a digital preservation system that follows the OAIS standard, ISO 14721:2012. .
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code.
The methodology and/or formula that will be used to determine the number of contract awards is: Vendors must meet the Mandatory Minimum Requirements as listed in the documents section before moving on tot he scoring phase. Technical criteria will be scored on a 0-5 scale by an evaluation committee and the offeror must provide a point-by-point response to the Technical Criteria topics detailed in this RFP. Offeror must meet the minimum technical score threshold outlined in the RFP to be invited to the demonstration stage. Offerors who meet the minimum threshold for the technical criteria will move on to the demonstration stage and will be invited for a two-hour demonstration, to consist of 90 minutes of demonstration followed by a question and answer period of 30 minutes either in person or via videoconferencing. Offerors are not required to take the whole time. Offerors should be prepared to give a live demonstration of the system being offered. Offerors who meet the minimum threshold for the demonstration technical criteria will move to the cost stage of the evaluation. The Offeror is required to provide a demonstration on the day-in-the-life of various user roles for their existing solution
Length of Contract: 5 Years
Funding: Funding is pending the FY 2025 legislative session that is set to close in December of 2024. If funding is approved, funds will be available by July 1 2025. Setup, installation, training and implementation will occur in Q1/Q2 of FY26.
