Summary

The City of Granbury is soliciting competitive proposals from qualified and experienced vendors for the purchase and delivery of Ferric Sulfate Chemical for use in the City’s water and wastewater treatment operations. The chemical will be utilized at the City’s water and wastewater treatment plants for treatment processes in accordance with applicable operational and regulatory requirements.

The selected proposer shall provide a reliable supply of ferric sulfate that meets the City’s specified quality and performance requirements, including delivery to designated City treatment facilities. The successful proposer will be responsible for providing the chemical in accordance with the specifications, quantities, delivery schedules, safety requirements, and other terms and conditions outlined in the solicitation documents.

The City intends to establish an agreement with the proposer determined to provide the best overall value to the City based on the evaluation criteria identified in the solicitation. The City reserves the right to award the contract in accordance with applicable laws, policies, and procurement requirements.



Background

The City of Granbury currently operates one Water Treatment Plant, located at 1420 East Pearl Street, Granbury, Texas 76048. The Water Treatment Plant is responsible for producing safe, high-quality drinking water in compliance with applicable state and federal health standards.

The City of Granbury’s new Water Treatment Plant began operations in October 2017 and utilizes microfiltration and reverse osmosis technology. The facility expanded the City’s treated surface water capacity by more than 500 percent and replaced the former water treatment plant. The facility supports the City’s ongoing efforts to provide reliable and high-quality drinking water to the community.

The City also operates two wastewater treatment plants, the South Wastewater Treatment Plant and the East Wastewater Treatment Plant. The East Wastewater Treatment Plant, located at 3121 Old Granbury Road, Granbury, Texas, began operations in the summer of 2026 and is currently the City’s only wastewater treatment facility utilizing ferric sulfate as part of its treatment process.

The purpose and function of the City’s Wastewater Treatment Department is to receive and treat wastewater generated by the community, including wastes from residential, industrial, and commercial activities, as well as surface water runoff and groundwater that may enter the wastewater collection system through infiltration.

The City’s wastewater treatment process utilizes an activated sludge process, which is an aerobic biological treatment process in which microorganisms grow by utilizing oxidizable materials in wastewater as a food source. These microorganisms are recycled back into the treatment process to increase treatment efficiency and reaction rates. City laboratory personnel collect and analyze wastewater samples daily to monitor treatment performance and verify compliance with applicable state and federal regulatory requirements.

The reliable supply and availability of ferric sulfate are essential to the continued operation of the East Wastewater Treatment Plant and the City’s ability to maintain effective treatment processes and regulatory compliance.
