A solicitation will be issued to acquire laboratory testing services in multiple locations across the Middle East Gulf region in the following countries: Kuwait, United Arab Emirates (UAE), Qatar, Jordan, Bahrain, Iraq and Oman. The Contractor shall provide one or more laboratories capable of performing tests on the following:

The contractor shall be ISO 9001 and/or ISO/IEC 17025 certified. All testing shall be performed in accordance with approved DLA Energy test methods listed in MIL-STD-3004-1, the latest version. Testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). The contractor shall perform testing in accordance with specific turnaround times. If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the Government’s specifications.
The performance is for a 2.5-year base year period from April 1, 2026, through September 30, 2028, and two-year option period of October 1, 2028, through October 31, 2030.
The solicitation will be issued on or about Autumn-Winter 2025, with a Request for Proposal (RFP) closing date 30 days later. This procurement will be a full and open competition. The solicitation will be published electronically on the beta.SAM.gov website.
