Project Description: It is the intent of this specification to establish a sixty (60) month Indefinite Delivery/ Indefinite Quantity (ID/IQ) master agreement for Situational Judgment Test (“SJT”) and Personality Inventory for the City of Dallas Fire-Rescue Department. An ID/IQ agreement is established when quantities of services and/or delivery schedules cannot be determined. Services under this agreement will be ordered on an as needed basis for the term of the agreement.
The purpose of implementing the SJT is to replace the structured interview currently used by DFR for the Fire Rescue Officer Trainee position. The purpose of performing the personality inventory is to identify candidates that may pose a “behavioral risk” to the department and should measure characteristics such as integrity, emotional stability, interpersonal sensitivity, self-discipline, conscientiousness, and resiliency. Classification specifications for the Fire Rescue Officer Trainee and Fire Prevention Officer Trainee positions may be found in Exhibits 2A & 2B and are part of this proposal. The classification specifications describe the purpose of the positions, the essential functions, the Knowledge, Skills, Abilities and Other characteristics (KSAOs) required to perform the work, individual requirements, working conditions, and hazards.
The Dallas Fire-Rescue Department is not unionized. However, the City does have a meet and confer agreement with the Fire Associations. There are no current issues pertaining to testing and no pending litigation or consent decrees involving City of Dallas tests.
The City of Dallas Civil Service Department develops and administers the entry-level examination for the Dallas Fire-Rescue Department Fire Rescue Officer Trainee position.
The testing process for the Fire Rescue Officer Trainee will be based on the results of an existing comprehensive job analysis. The written exam will be developed by the Civil Service Department and is not part of this proposal. The Situational Judgment Test and the personality inventory shall be linked to this job analysis or validated in a manner that is consistent with requirements and professional standards as outlined in the Uniform Guidelines on Employee Selection Procedures, Principles for the Validation and Use of Personnel Selection Procedures, and other rules and regulations that govern testing.
The Civil Service Department estimates 1000-1500 applicants will take the SJT and the personality inventory each year.
