INFORMATION ABOUT THE PROJECT:

This Request for Proposal (RFP) outlines the parameters for a design-build project to renovate an existing Järva-Jaani School in Järva Rural Municipality, Estonia. The project will renovate the interior of the sub-basement to meet safety and sanitary requirements, including a main electrical and heating plant upgrade, 5 fire doors replacement and upper floor ceilings refurbishment. The buildings were constructed in 1940s / 60s. The current condition of the school does not meet sanitary and fire safety standards. The main electrical distribution panel dates from the Soviet era and needs replacing. The heating unit is at the end of its operational life, and there is a risk of failure. Separately, the ceiling finishes in various parts of the school pose a fire hazard due to unsuitable materials.

PRE-PROPOSAL SITE VISIT:

The Government has scheduled a site visit for 12 March 2025 at 1000 hours Local Time. Offerors must pre-register their attendees no later than 10 March 2025. To Pre-Register, complete the site visit attendee information sheet (attachment 16) and submit it via email to kelsey.j.lahue@usace.army.mil, and thomas.m.bookout@usace.army.mil . IMPORTANT: Any individuals planning to attend must register in advance with all information provided in the site visit attachment to be permitted access to the sites—please use the attendee information sheet attached to the RFP. Also, space may be limited, and as a result, the number of attendees per company may be limited. Site visit location is the city of Järva-Jaani Village, Estonia; Latitude 59°02'50.4"N, Longitude 25°53'01.8"E. Site visit attendance is not mandatory to submit a proposal.

HOW TO RESPOND TO THIS ANNOUNCEMENT:

Proposals must be prepared and submitted according to the instructions within the contract solicitation (plus amendments). Please be sure to submit your proposal no later than the time and date specified in the solicitation (plus amendments). Interested offerors must submit a non-price proposal for evaluation in addition to a price proposal to be considered for contract award.
