II. OBJECTIVE

The City of Manhattan, Kansas, is soliciting proposals from qualified consultants or firms to provide project management, oversight, compliance, and reporting services for a public infrastructure project funded in part with Community Development Block Grant (CDBG) funds.

The selected consultant will be responsible for ensuring that all applicable CDBG regulations, reporting requirements, documentation, and compliance standards are met throughout the duration of the project.

Due to the complexity of CDBG reporting requirements and limited staffing, the City seeks professional support to ensure timely, accurate, and complete adherence to all CDBG program rules.

IV. PROBABLE TIMETABLE

The anticipated project schedule is as follows:

• February 16, 2026 Advertise for Proposals

• March 13, 2026 Proposals Due

• Week of March 16 Selection Committee review proposals

• Week of March 23 Virtual interviews of finalists (tentative)

• Week of April 6 City Manager approves Contract

• November 17, 2026 Bid Date

• December 8, 2027 City Commission Award

• Q1 of 2027 Project Construction Begins

• January 30, 2027 Construction Complete

VI. SUBMISSION REQUIREMENTS

All submissions must include the following information:

1. Cover Letter summarizing the firm’s interest and capability.

2. Qualifications including experience with managing CDBG-funded public infrastructure projects.

3. Project Team including resumes of key personnel and identification of project manager.

4. Approach and Methodology for project management and compliance oversight.

VIII. DIRECTIONS FOR SUBMISSION

Interested firms must provide one (1) electronic copy of the submission no later than the deadline in Section IV. Probable Timeline, via email to CDBG@manhattanks.gov with subject line “5th & Leavenworth RFP”.

Questions concerning this project should be addressed in writing to the Planning & Development Department, at CDBG@manhattanks.gov . No interpretation made to any respondent regarding the meaning of the RFP shall be binding upon the City unless set forth in writing and distributed via addendum by the City.
