Description: One, clean, approved, U.S. or foreign flag, double-hull tanker, with an inert gas system and segregated ballast tanks that is capable of carrying a minimum of 240,000 bbls of clean product (intentions JA1) within vessel’s natural segregation in designated cargo tanks with double valve isolation.

Place of Contract Performance: The intended loading port/place is Onsan, Korea (S-OIL Terminal); and the intended discharging ports/places are Mesaieed, Qatar (QATEX Limited Terminal), and Sitra, Bahrain (BAPCO Terminal). The laydays commence 07 January and cancel 08 January 2026, and the period of performance is one voyage.

Set-aside Status: N/A. The decision to release this procurement as “Unrestricted” is based on the Contracting Officer’s knowledge of the market and applicable market research. All responsible sources may submit a proposal, which shall be considered by the agency. The MSC Deputy Associate Director of Small Business Programs concurred with this decision.
