The purpose of this RFP is to enter into a contract to provide: A vendor to conduct a feasibility study for the State of Utah to assume administrative authority over Clean Water Act (CWA) Section 404 permitting (Section 404 Assumption) that is responsible for regulating discharges of dredged and fill material into Waters of the United States.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code.
Length of Contract: The resulting report is requested within 6-9 months of contract award. Final report is due no later than June 15th, 2027.
Vendor must guarantee its pricing for the duration of the project.
