Project Description: Richland County is requesting qualified bids for construction to upgrade the existing stormwater conveyances to improve water quality in the Hickory Ridge drainage area. These services will use our Watershed and Flood Mitigation study along with the design proposed by the engineer to construct both engineering and natural systems to rectify issues with water quality impairments, erosion and sedimentation, and localized flooding in the Hickory Ridge.
The Hickory Ridge Development area extends between Bitternut Drive, Ragsdale Drive, Shellnut Avenue and Hickory Ridge Drive. Using the documented study for this project along with the design plan created by Woolpert, the awarded contractor will perform construction with the recommended improvements that include engineering methods, low impact development solutions, green infrastructure, or other best management practices. The constructed drainage system improvements will take into consideration all County design standards for water quantity and quality.
This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in General Provisions and General Conditions of the Invitation for Bids.
Time is of the essence for completion of this project. Substantial completion must occur prior to 4/1/2026, with final completion no more than 30 days later.
