Project Description: Summit County Service Area #3 (SCSA3) is special district known as a “service area.” All special districts,
including service areas, are independent, government entities created to carry out specific purposes.
Summit County created SCSA3 to, among other things, “own, operate and maintain water rights and
culinary and irrigation water retail services”. See Section 2-27-1 of the Summit County Code.
Although SCSA3 was created by Summit County, SCSA3 is political subdivision of the State of Utah that
is “separate and distinct from any other political subdivision of the state.” See Utah Code § 17B-1-103. As
such, SCSA3 is governed by its elected Board of Trustees and regulated by the State rather than Summit
County.
As a government entity, SCSA3 is a not a private water company nor is it an HOA.
● SCSA#3 performs road maintenance, snow removal, right-of-way management, culinary water
system, water rights administration, trails, parks and drainage. We work cooperatively with Summit
County to uphold their regulations and we rely upon them to provide enforcement support.
● SCSA#3 is funded through property tax, Ad Valorem tax, water rights administration fees, culinary
water fees and construction fees. Seven publicly elected volunteer Board of Trustees direct the vision,
policy and management of the Service Area with the assistance of a General Manager, an Office
Manager, a Road and Water Operator and legal counsel.
Intent and Nature of Services
The Service Area plans to retain a qualified consulting engineer to provide services as the District
Engineer. Through this RFP, the Service Area is seeking proposals from qualified Engineering Firms to
provide general engineering services for various construction projects, which may vary in complexity, on
an as-needed, on-call basis and includes, without limitation, projects relating to roadways, water projects,
drainage improvements, stream rehabilitation, etc.
The intent is to select one or more engineering firms to complete selected projects over the next five-year
period as constraints allow and funding becomes available. The selected Engineering Firm will be
expected to work with and possibly oversee other engineering firms the Service Area may retain to assist
with specific projects or tasks.
Responses to this RFP (statements of proposal) should include details about experience, key personnel,
subcontractors and reference contacts as described herein. The Service Area intends to compare and
evaluate all qualifying submittals and select the most qualified firm(s) based on proposal content. This is
an RFP only and should not be interpreted as a solicitation for services or as a contract for services.
Submittals should be comprehensive, concise, and directly responsive to the goals and format as outlined
in this RFP. The Service Area may choose at its discretion to award multiple engineering firms an
ongoing contract.
