ustification from Chief King: The helmets worn by our rescue instructors are nearing their end of service life or have surpassed their service life due to NFPA standard 1971 and NFPA 1403. When they near or surpass their service life this could cause them to fail in a fire. Also, the weight of current helmets is an issue, causing instructors not to wear them when they probably should. We are also cutting back on the number of helmets issued to instructors in an attempt to save money. This change would prevent us from issuing a burn helmet and a fire helmet, and some instructors get a rescue helmet. The purchase of rescue helmets would cost around under $15,000.00. The rough cost per helmet should be under $300 each. If we purchased only firefighting helmets for the training grounds at roughly $450 each, some instructors would still need rescue helmets, and they still might not wear them when they should. Additionally, instructors are currently also issued a burn helmet at a cost of roughly $550. This is going to be the other part of the change in policy and use of helmets. We are also finding that our burn helmets are nearing the end of their service life, and the NFPA standard for a helmet's life is 10 years. The request is to buy 50 burn helmets to replace helmets going out of service with burn covers. This is the other part of the plan to maintain cost efficiency. We will no longer issue burn helmets and keep them in a rack where they can be checked and taken care of. They would be issued on burn days and returned upon completion of the burn. This is what is currently being done with the Fire Behavior Lab. This would allow them to be inspected and cleaned, ensuring better accountability. The estimated cost savings would be between $25,000 and $30,000 providing us with substantial savings.
