Description View Changes
This is a sole source commercial acquisition. Due to the circumstances described herein, the activity requests authority to acquire Static Grounding Tires on 60FT EPBL using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 13.106-1(b)(1). Capital Investment Program (CIP) awarded a contract to Bailey Specialty Cranes & Aerial, LLC on Contract FA8571-22-D-0010. According to the purchase description associated with Contract FA8571-22-D-0010, the lifts were required to include conductive tires. However, it was discovered after acceptance and usage in the field that 5 A60JEX lifts did not include the static grounding conductive tires. Additionally, the warranty period has expired on these delivered lifts which would have allowed the contractor to correct at their own expense. With that said, the contractor has agreed to correct this issue to ensure that form, fit, and function of current 60ft explosion proof boom lift fleet meets current Air Force technical order standards. Additionally, going with another company would cause an unacceptable delay in use of the lifts that are already on Robins AFB. The contractor has the tires in stock and are ready to ship and install the conductive tires on the 5 remaining assets.
