Description:

The awarded contractor agrees to provide the Department of Motor Vehicles (DMV) all labor, tools, materials, equipment, and travel necessary to perform armored car services to deposit cash and checks and to provide change order services for various DMV field offices for the term of the Agreement.  See Exhibit A, Scope of Work, for a complete description of services.

This is a multiple award solicitation.  Contracts will be awarded to the lowest responsive/responsible bidder for each office included in Attachment 2, Cost Sheet.  Bidders may bid on a single office or multiple offices.  In the event a bidder is determined to be the lowest responsive/responsible bidder for multiple offices, the DMV may award a single contract to the bidder that includes all offices awarded to the bidder.

BIDDER REQUIREMENTS:
*Bidder must have an adequate number of armored car vehicles in their fleet to service the indicated offices at the requested frequencies and shall provide proof of registration of vehicles with their bid. Failure to provide proof of vehicle registration may result in bids being deemed non-responsive. The bidder must have at least one (1) vehicle for every five (5) offices to be serviced under the agreement (See Exhibit F of this IFB).

*The bidder must comply with California Vehicle Code Section 115 which states: An armored car is a vehicle that is equipped with materials on either the front, sides, or rear for the protection of persons therein from missiles discharged from firearms.

*The bidder must possess a valid Motor Carrier Permit issued by the California Department of Motor Vehicles (DMV). The Contractor's Motor Carrier Permit must be in good standing at the time of bid submission and throughout the term of the Agreement. The bidder must submit a copy of their Motor Carrier Permit issued by the DMV with their bid.

*The bidder must possess a valid Armored Car Non-Transferable License issued by the California Highway Patrol (CHP). The Contractor's Armored Car License must be in good standing at the time of bid submission and throughout the term of the Agreement. The bidder must submit a copy of their Armored Car License issued by the CHP with their bid.

*The awarded contractor shall ensure that all vehicles used in the performance of services under this Agreement possess a valid Armored Car Certificate issued by the CHP. The Armored Car Certificate must be carried in the vehicle at all times during the performance of services under the Agreement.

*The awarded contractor shall ensure that all employees performing services under this Agreement possess a valid and appropriate California driver's license for the type of vehicle being driven.

*The bidder must be able to perform all services under this Agreement without the use of subcontractors.

The anticipated term of this Agreement is 7/1/2025 or upon contract approval, whichever occurs later, through 6/30/2027

Bids are due 2/26/2025 by 11:59 p.m. and MUST be emailed to DMVBIDS@dmv.ca.gov.
