Sealed bids for the Request for Bids for TAP-2101(513) Oakland Gravel Road Sidewalk and TAP 2101(514) Vandiver
Drive Sidewalk shall be received by the Purchasing Agent of the City of Columbia, Missouri, at 701 E. Broadway,
Purchasing Department, Columbia, MO 65201 until: February 17, 2026, at 2:00pm CST for the bids referenced above
to furnish all labor, materials, and equipment necessary to complete the project as described in the specifications. At
said time and place, and promptly thereafter, all bids which have been duly received will be publicly opened and read
aloud. Bids received after the above specified time for opening will be returned to the sender unopened.
The proposed work includes:
The furnishing of all labor, materials, and equipment necessary to complete the construction of sidewalk improvements
along Oakland Gravel Road as further described in the Technical Specifications and Plan Sheets included as
Attachment 1.
The furnishing of all labor, materials, and equipment necessary to complete the construction of sidewalk improvements
along Vandiver Drive as further described in the Technical Specifications and Plan Sheets included as Attachment 1.

Solutions at 1400 Forum Blvd, Suite 1C, Columbia, MO 65203, by phone (573) 446- 7768 fax (573) 355-6433 or via
website https://www.adsplanroom.net/. A non-refundable charge of seventy-five dollars ($75.00) plus mailing (if
applicable) for each project, total of one hundred and fifty dollars ($150.00) is the responsibility of the purchaser.
Checks will be made payable to the American Document Solutions. Drawings, specifications, any addenda, and a plan
holders list are available by clicking on online planroom. Bidding documents are also available on the City of
Columbia bidding site at https://columbia.ionwave.net/Login.aspx Documents may also be viewed on site at the office
of the Purchasing Agent, 701 E. Broadway, 5th Floor, Columbia, Missouri.
A pre-bid conference will be held February 3, 2026 at 10:00am to address questions and concerns regarding the bid
specifications and bid documents and view the site, if needed. Attendance at the pre-bid conference is strongly
encouraged but not mandatory. Meeting Place: City Hall, Purchasing/1st Floor Conference Room 1-C, 701 East
Broadway, Columbia, MO 65201.
This contract requires payment of the prevailing hourly rate of wages for each craft or type of work required to execute
the contract as determined by the Missouri Department of Labor and Industrial Relations, and requires adherence to a
schedule of minimum wages as determined by the United States Department of Labor. For work performed anywhere
on this project, the contractor and the contractor’s subcontractors shall pay the higher of these two applicable wage
rates. The applicable state wage rates for this contract are detailed in “Annual Wage Order 32”, that is attached to this
bidding document. The applicable federal wage rates for this contract are the effective Davis-Bacon federal wage rates
posted the tenth day before the bid opening date and can be found at: http://sam.gov/content/wage-determinations.
These supplemental bidding documents have important legal consequences. It shall be conclusively presumed that
they are in the bidder’s possession, and they have been reviewed and used by the bidder in the preparation of any bid
submitted on this project.
The City of Columbia hereby notifies all bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, business owned and controlled by socially and economically disadvantaged individuals
will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against
on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

bid opening you plan to attend.
All bidders must be MoDOT’s Qualified Contractor List per Section 102.2 of the current version of Missouri Standard
Specifications for Highway Construction, 2025, First Edition. The contractor questionnaire must be on file 7 days
prior to bid opening.
Contractors and sub-contractors who sign a contract to work on public works projects shall provide a 10-Hour OSHA
construction safety program, similar program approved by the Department of Labor and Industrial Relations, to be
completed by their on-site employees within sixty (60) days of beginning work on the construction project.
A certified cashier’s check or bid bond on the City of Columbia form in the amount of 5% shall be submitted with
each response.
The City of Columbia reserves the right to reject any or all bids.
The project will be awarded to the lowest, responsive, responsible bidder.
The DBE goal for City of Columbia TAP-2101(513) Oakland Gravel Road Sidewalk is 0%.
The DBE goal for City of Columbia TAP-2101(514) Vandiver Drive Sidewalk is 0%.
No 2nd tier subcontracting will be allowed on this project.
This project is financed through the Missouri Department of Transportation/Federal Highway Administration.
