Grenada School District Request for
Proposals (RFP)
Bid #25003 – Wide Area Network (WAN) Services Using
Leased Dark Fiber
1. Introduction and Background
The Grenada School District (GSD) is soliciting sealed
proposals for Wide Area Network (WAN) services utilizing
leased single-mode dark fiber. This project is contingent on E-
Rate approval and funding.
The District’s current WAN contract is ending, and GSD seeks a
multi-year agreement to ensure reliable, high-capacity
network connectivity among all district sites.
2. Locations to be Served
The WAN must connect the following eight sites:
- Grenada Elementary School – Red Top, 250 Pender Dr.,
Grenada, MS
- Grenada Elementary School 4–5 – Green Top, 500 Pender Dr.,
Grenada, MS
- Grenada Middle School, 28 Jones Rd., Grenada, MS
- Grenada High School, 1875 Fairground Rd., Grenada, MS
- Grenada Enrichment & Transitions Center, 809 Tie Plant Rd.,
Grenada, MS
- Grenada Special Education Complex, 423 S. Line St., Grenada,
MS
- Grenada Entrepreneurial and Innovation Center, 50
Corporate Row, Grenada, MS
- Grenada School District Central Office, 253 S. Main St.,
Grenada, MS
3. Scope of Work
The Service Provider shall:
- Provide leased single-mode dark fiber WAN connectivity
linking all district locations.
- Provide all required fiber construction, splicing, patching,
termination, and testing.
- Deliver connections capable of supporting 10 Gbps minimum
per site.
- Provide all equipment necessary for service handoff.
- All fiber handoffs must terminate using LC connectors. The
Service Provider shall ensure all panels, jumpers, and
termination hardware utilize LC connections compatible with
the District’s networking equipment.
- Be responsible for securing any necessary permits for
construction.
- Protect all district infrastructure and restore any grounds
disturbed during installation.
4. Contract Terms
- Base term: Three (3) years.
- Extensions: Up to seven (7) optional one-year extensions.
- All contracts end on June 30 of the applicable year.
- After the three-year base term, GSD may request a price re-
determination, effective July 1, and then every two years
thereafter.
- The project is contingent on E-Rate approval and funding.
5. E-Rate and Vendor Qualifications
- Vendor must have a current USAC SPIN and SPAC.
- SPI invoicing (FCC Form 474) is required.
- Experience with E-Rate projects is a plus.
- Vendor must comply with State of Mississippi procurement
laws.
6. Term of Contract and E-Rate Subsidies
Payment for services is dependent on Federal E-Rate subsidies.
If subsidies cease:
- The District will notify the Service Provider of the cessation
date.
- The District will only be liable for services rendered up to that
date.
- The remaining contract will be voided without penalty.
7. Service Level Agreement (SLA)
- SLA must guarantee 99.9% uptime.
- Services must be monitored and supported 24x7x365.
- Fiber paths must be certified and tested prior to acceptance.
8. Existing Conditions
The Service Provider, in submission of this proposal, will be
assumed to have visited the premises and evaluated all
conditions affecting this work. The demarcation point shall be
the existing MDF in each facility unless otherwise specified. No
claims will be accepted based on a lack of knowledge of
existing site conditions.
A site visit is required for all prospective vendors unless they
are a previous WAN provider for the Grenada School District.

Site visits may begin December 1st.
No site visits will be scheduled December 20th through
January 4th.
The final day to schedule and complete a site visit is January
23rd.
9. Site Protection and Restoration
The Service Provider shall protect all buildings, equipment,
grounds, landscaping, and personal property.
Any property damaged must be repaired or replaced at the
Service Provider’s expense, including ground restoration
(leveling, sod replacement).
10. Stored Materials
Any materials stored on district property remain the
responsibility of the Service Provider.
11. Time of Completion
All work must be completed and fully operational by July 1,
2026, assuming timely contract award and E-Rate form
submission.
12. Indemnification
The Service Provider agrees to indemnify and hold harmless
the District from all liabilities, claims, damages, and expenses
arising from any act or omission by the Service Provider or
subcontractors.
