THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS
This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101. A Request for Quotation (RFQ) solicitation will be posted on the Contract Opportunities website at www.sam.gov on or around 12/16/2025.
The North American Industry Classification System (NAICS) Code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors and the small business size standard is $19 million. The solicitation will be issued as an RFQ under FAR Part 12.
The Department of Veterans Affairs (VA) intends to issue a solicitation for a contractor to provide Boiler Safety Testing/Inspection/services for the Central Arkansas Veterans Healthcare System s Little Rock/North Little Rock, AR location. The medical centers have a central high-pressure boiler plant to provide steam for heating and air conditioning, domestic hot water, and sterilizing services.

Responses to the pre-solicitation notice are not mandatory but will assist the VA in determining the level of competition and interest within the industry. Closing Comments: This pre-solicitation notice does not constitute a request for quotes (RFQ) and is not a guarantee that an RFQ will follow. It is for informational purposes only and to give potential offerors an opportunity to express interest and to prepare to respond to the formal solicitation when it is released.
